In Microsoft 365 organizations with mailboxes in Exchange Online or standalone Exchange Online Protection (EOP) organizations without Exchange Online mailboxes, EOP assigns a bulk complaint level (BCL) value to inbound messages from bulk senders. The BCL value is added to the message in an X-header and is similar to the spam confidence level (SCL) that's used to identify messages as spam. A higher BCL value indicates a bulk message is more likely to exhibit undesirable spam-like behavior. Microsoft uses both internal and third party sources to identify bulk mail and determine the appropriate BCL value.

Bulk senders vary in their sending patterns, content creation, and recipient acquisition practices. Good bulk senders send desired messages with relevant content to their subscribers. These messages generate few complaints from recipients. Other bulk senders send unsolicited messages that closely resemble spam and generate many complaints from recipients. Messages from a bulk sender are known as bulk mail or gray mail.

This article explains the difference and describes the controls that are available in EOP.

Bulk email (also known as gray mail), is more difficult to classify. Whereas spam is a constant threat, bulk email is often one-time advertisements or marketing messages. Some users want bulk email messages (and in fact, they have deliberately signed up to receive them), while other users consider bulk email to be spam. For example, some users want to receive advertising messages from the Contoso Corporation or invitations to an upcoming conference on cybersecurity, while other users consider these same messages to be spam.

Another option that's easy to overlook: if a user complains about receiving bulk email, but the messages are from reputable senders that pass spam filtering in EOP, have the user check for an unsubscribe option in the bulk email message.

As of September 2022, Microsoft Defender for Office 365 Plan 2 customers can access BCL from advanced hunting. This feature allows admins to look at all bulk senders who sent mail to their organization, their corresponding BCL values, and the amount of email that was received. You can drill down into the bulk senders by using other columns in EmailEvents table in the Email & collaboration schema. For more information, see EmailEvents.

For example, if Contoso has set their current bulk threshold to 7 in anti-spam policies, Contoso recipients receive email from all senders in their Inbox if the BCL value is 6 or less. Admins can run the following query to get a list of all bulk senders in the organization:

This query allows admins to identify wanted and unwanted senders. If a bulk sender has a BCL score that's more than the bulk threshold, admins can report the sender's messages to Microsoft for analysis. This action also adds the sender as an allow entry in the Tenant Allow/Block List.

After you identify wanted and unwanted bulk senders, adjust the bulk threshold in the default anti-spam policy and in custom anti-spam policies. If some bulk senders don't fit within your bulk threshold, report the messages to Microsoft for analysis.

If users are either receiving bulk mail that they do not want to receive, or not receiving bulk mail that they want to receive, the first step is to look at the BCL value in the X-Microsoft-Antispam message header. This value will help you determine whether Microsoft marked the email as bulk, and whether the default bulk settings need a change. The good news is, with filtering policies, you can apply a policy to a limited set of users, groups, or domains.

To fine-tune the Bulk Email Threshold, track the BCL value in the X-Microsoft-Antispam header on messages. Also track which users are more sensitive to bulk detections. This information will give you an idea of what the bulk slider needs to be set to, and for which users. For example, a BCL value of 5 is recommended in Strict protection policies.

You could create custom Anti-spam policies for each group if you have some users that want to receive bulk, and others that do not. You could scope Anti-Spam policies to include users, groups, and domains. They could also exclude users, groups, and domains.

Microsoft does not recommend sending bulk messages from Office 365, as organizations are often blocked for exceeding the allowed limit (see Exchange Online limits). Instead, send bulk email through on-premises email servers or use a third-party bulk email provider, which normally has a vested interest in working with customers to ensure good email sending practices. Many times, users who have subscribed to bulk mail no longer want to receive these messages. In these situations, users can check for an Unsubscribe option in the bulk email message. Senders usually include a link to unsubscribe at the bottom of the message.

Edit: If you have a dedicated server, making a windows service might be a better option. Make a two tables in sql server, Queued Emails and Send Emails(Archive). So whenever user posts a comment, update the Queued emails table. Now the windows service can wake up every 30 seconds, extract all the rows from Queued emails and async send all of them. After an email is send, move/remove the row from the table.

When your emails are marked as spam, it negatively affects your organization's domain "sender reputation", which can lead to future emails being blocked or filtered out by services like Microsoft 365 and Gmail.

Compliance Issues: When sending bulk emails, it's essential to ensure that you comply with all relevant laws and regulations, such as GDPR, CAN-SPAM, and CASL. Failure to comply with these regulations can result in significant legal and financial consequences.

Most importantly, bulk emailing through Microsoft 365 puts your entire organization's email communications and productivity at risk. Microsoft has established tenant-wide Sending limits and recipient rate limits on your email environment.

Use a Bulk Email Service Provider: Consider using an email service provider (ESP) that specializes in sending bulk emails. ESPs have dedicated servers and are designed to handle large volumes of emails while ensuring deliverability. Examples include Constant Contact, Mailchimp, and many more. Many of these services carry a subscription component - ensure you evaluate the service offering and provider reputation before settling for a free option.
