Dr. Garber is a Professor Emeritus and former Director of the Academic Programs in Occupational Safety and Health and former Chair of the Professional Studies Department at the University of New Haven. Before joining UNH he was Corporate Director of Safety for Olin Corporation. Prior to that, he was on the faculty of California State University, Northridge. He has also worked at the University of California, San Francisco as the Supervisor of Industrial Hygiene and Toxicology in the Office of Environmental Health and Safety.


He is a graduate of Drexel University, where he received a B.S. with honors and an M.S. (Environmental Science). He received his Ph.D. from the University of California at Berkeley. Dr. Garber was a Certified Industrial Hygienist (CIH), a Certified Safety Professional (CSP), and a Diplomate of the American Board of Toxicology (DABT).


Dr. Garber received the 1973 Legge Award from the Northern California Section of the American Industrial Hygiene Association (AIHA) and the 1984 Outstanding Achievement Award from the Nutmeg Chapter of the American Society of Safety Engineers. He has served as President of the Connecticut River Valley Section of the AIHA and chaired the Computer Applications and Occupational Health Standards Committees of the national AIHA. Dr. Garber has published several journal articles and book chapters on industrial hygiene applications of microcomputers, and he has also published in the field of toxicology.


Dr. Garber is a past Chair of the American Conference of Governmental Industrial Hygienists (ACGIH). He is a former member of the board of directors of the American Board of Industrial Hygiene and a former Councilor of the American Academy of Industrial Hygiene.
