Each individual player has their own HQ. Expanding/Upgrading the HQ will give players more rewards, and credits depending on what you upgrade. This includes vehicle repair discounts, vehicle slots, and character slots. You can upgrade it through open world or operations.

To manage your HQ, you need to open an HQ terminal. The easiest one you can find is in your HQ, This is accessible on the BRM5 join game screen. (First option)
Once you open your HQ through the terminal, you will see a total of 9 tabs. Below I will explain what each one does.
The overview gives you information on what resources you are currently storing, how long until something is delivered, and what employees are in training.
The personnel tab shows you your personnel. It shows you your personnel capacity, and you can assign your personnel to jobs here.
In this tab, you can see each individual employee you hired and their skilled represented as grades. The lowest grade is D- and the highest is S++. Naturally, the personnel with higher grades cost more to recruit. It is recommended that you assign personnel to tasks they have the highest grade on to increase efficiency.
The logistics tab shows your inventory capacity for supplies you get from operations, or from OpenWorld. To increase the storage capacity, you need to assign personnel with high logistics skills. To increase employee capacity you need to upgrade your Logistical and Storage unit in the Construction tab.
The Operations tab shows you your operations. Operations automates the collection of certain materials needed to construct upgrades for your HQ, or for late game players sell for profit. You can assign members with high operations stats to speed up this process.
Late Game: For late game players - including players that completed the HQ, and are focusing on other aspects of the game such as purchasing vehicles or weapons; the best material to automate and sell is fuel. If you have over 200 Material Capacity, you can easily make 20k every 6 hours. If you are going on a trip and know you aren't going to be at home; automate Precious Metals.
Early Game: Early game you don't want to put anyone on operations and focus on Logistics. However, once you start to need precious metals it would be smart to assign some personnel to automate Precious Metals.
The Deliveries tab shows you the amount of resources that you have and how much each one is to sell. Once you sell a set amount of resources, it will take a percentage away from your efficiency - (the 1063% and the 5%) . This tab also shows you all active personnel that are working on deliveries. You can upgrade the capacity by upgrading your "Deliveries" in the construction tab.
Late Game: For late game players - including players that completed the HQ, and are focusing on other aspects of the game such as purchasing vehicles or weapons; the best material to sell would be Fuel. Fuel is extremely profitable and should jointly be automated using your Operations tab
Early Game: Early game players still working on the HQ should oly have a small number of personnel on Deliveries. Only selling materials that are cluttering up inventory space and preventing you from increasing the capacity on a specific material you need.
The Command tab shows you your current hired and assigned Command staff, and the available personnel that you may hire. Each individual hirable staff is priced at what their skill level is.
For example: Gary Robinson has a command rating of A+, making the price to hire him significantly hire than someone like James Harris who has a rating of D in every specification.
Training is where you can assign staff with high ratings to teach staff with lower ratings to increase their skill in a certain area. Ratings can only go up to an A+, and cannot surpass into an S. At this time, this feature does not work. Once this does, it will be updated.
This tab shows you all assigned personnel to mechanics, You can reassign personnel into different classification of vehicle in the Division Personnel section. You may also see how much is discounted for each classification and how many personnel are assigned to it.
Vehicle slots give you space to store vehicles. One vehicle slot equals one vehicle. This is upgradable through the construction menu.
This tab shows you all available upgrades that can be done to your HQ. You need supplies from Open World, and/or automation from your Operations tab; as well as money to fund the upgrade.
