Windows 8 may be your issue here as it is not supported by Dreamweaver. The last version to support Windows 8 was v19. Support for Windows 8 also ended in 2016 by Microsoft ( -us/office/windows-8-end-of-support-and-office-34e28be4-1e4f-4928-b2... ). Are you able to update your system to a newer operating system?
