I study energy policy and governance, including the local impacts of energy resource development.
My current projects analyze the accumulation of municipal debt during the U.S. shale boom and future fiscal implications, regulatory policymaking at state public utility commisisons, and state energy policy design. These projects draw on theories from the environmental economics, public finance, and policy process fields.
Prior to beginning graduate study, I worked for more than a decade in the utility industry, including consulting for a variety of public and private sector clients and serving as an expert witness in public utility commission proceedings. I hold an M.A. in Public Policy from the University of Chicago and an A.B. in Economics from Dartmouth College.
