Nicholas Hossack is the principal of Benchmark Analytics, a public policy consultancy based in Sydney

The consultancy started in 2014 and has successfully advised major Australian-listed companies, industry associations and non-government clients*. The core of the business involves providing insights and advice to clients seeking regulatory or policy change, designing credible solutions, and then writing submissions to governments, advocating those solutions. Written submissions are data driven, analytical and drafted with a focus on clear language and effective communication.

Consulting projects have involved some of the highest profile government inquiries, including the Hayne Royal Commission (2018); the Murray Financial System Inquiry (2014); the Royal Commission into Institutional Child Abuse (2015); and the introduction of the Basel III capital framework in Australia (2018-19); reforms to the banking capital framework in New Zealand (2019).

Nicholas specialises in the banking, insurance & finance industries, with particular expertise in capital regulation, the payments system, competition policy and industry structure. Apart from written policy submissions, Benchmark Analytics produces a range of data-driven publications, including fact sheets and thought leadership documents, such as opinion articles. See Recent Publications.

Prior to the consultancy, Nicholas was Policy Director at the Australian Bankers' Association, where he held responsibility for representing banks on key policy issues. Achievements included work on banking accessibility and winning a Human Rights Award for the banking industry through forging an agreement to make electronic banking accessible for people with disabilities. He also designed the template for banks to introduce low-cost transaction accounts for people on low-incomes, and was responsible for representing banks on financial stability policy through the Global Financial Crisis (GFC).

Nicholas was formerly a political adviser to the Prime Minister Hon. John Howard, and economics adviser to former Foreign Minister, the Hon. Alexander Downer. A key achievement was coming up with the idea and designing the Natural Heritage Trust, a pioneering environmental protection initiative funded through the part-sale of Telstra. That policy is widely accredited as a key factor in the Coalition landslide victory at the 1996 Federal Election.

Nicholas has degrees in economics and politics from the Australian National University; is a Senior Executive Fellow of the JFK School of Government, Harvard University; has presented at international banking conferences; is published in academic journals and leading Australian newspapers; is a contributor to the Australian Financial Review (AFR) and is an award winning public speaker.

Through his involvement with the NSW Rostrum public speaking organisation, Nicholas mentors young people on effective communication. He regularly engages university graduates to work on reports which provides valuable assistance to Benchmark Analytics, and assists them in gaining professional experience.
