The ZeTo Rules are based on the best practices and lessons learned from the industry and PETRONAS' own experience. They are aligned with the PETRONAS Technical Standards (PTS) and other relevant regulations and guidelines. The ZeTo Rules are mandatory for all PETRONAS employees and contractors' personnel, regardless of their rank, position or location. Anyone who violates the ZeTo Rules will be subject to disciplinary action, up to and including termination of employment or contract.
To ensure compliance with the ZeTo Rules, PETRONAS has implemented a comprehensive system of communication, training, monitoring and enforcement. The ZeTo Rules are communicated to all employees and contractors through various channels, such as posters, banners, stickers, videos, briefings and toolbox talks. The ZeTo Rules are also incorporated into the induction and refresher training programs for all personnel. The compliance with the ZeTo Rules is monitored through regular audits, inspections and observations by supervisors, managers and HSE professionals. The enforcement of the ZeTo Rules is carried out through a fair and transparent process that involves investigation, reporting and corrective actions.
The ZeTo Rules are not meant to replace or contradict any existing safety rules or procedures. They are meant to complement and reinforce them by highlighting the most critical behaviors that can prevent major incidents. The ZeTo Rules are also not meant to limit or restrict the creativity or initiative of the employees or contractors. They are meant to empower them to make the right decisions and take the right actions in any situation that may pose a risk to themselves or others.
