1. Objective
A verified whistleblower transmission flagged senior GENSEC officer Captain Desmond Hurn for a persistent pattern of coercion, harassment, and psychological abuse toward several junior personnel under his command. Despite numerous informal reports and at least two documented complaints, no formal action had been taken.
MTF Omega-1 was tasked with conducting an independent investigation under Article 33 of Foundation Ethics Compliance, confirming violations, and executing enforcement with full authority.
2. Investigative Findings
0540 hours
Omega-1 arrived under the guise of a standard compliance audit. Fireteam split for maximum coverage.
Gavel and Psalm began digital review and recovery of potentially purged complaints.
Moth initiated analysis of security footage logs.
Fireteam Lead Blackwood and Second Lieutenant Preliminary conducted personnel interviews.
0600 to 0655 hours
Over the course of eleven separate interviews, a consistent and credible pattern emerged. Multiple female personnel detailed coercive threats, retaliatory shifts, verbal degradation, and late-night surveillance. One junior officer revealed she had taken to sleeping in the medical wing to avoid encounters with Hurn. Another showed signs of long-term trauma-related anxiety.
FTL Blackwood sat with each of them individually, offering quiet reassurances between questions. He was recorded saying the following to one officer:
"You’re not broken. You were cornered. And the difference matters. Because we’re here now."
Second Lieutenant Preliminary, after interviewing a witness whose original complaint had been shredded and ignored, remarked:
"You deserved to be heard the first time. That’s our failure. It won’t happen again."
One officer, holding back tears, said she’d forgotten what it felt like to be believed.
0702 hours
Psalm and Moth successfully recovered surveillance footage of Captain Hurn outside dormitory corridors long after curfew. In one instance, he lingered by a specific door for thirteen minutes. In another, he muttered under his breath and struck the wall. Moth found two crumpled complaint forms at the bottom of a locked shred bin. One of them was signed.
0746 hours
Blackwood and Preliminary entered the command lounge to confront Hurn. He was seated at his desk, relaxed. The confrontation was recorded.
3. Confrontation Excerpt (Lapel Audio)
Captain Hurn:
“You know how many kids like you I’ve seen try and sweep in with a badge and clean hands? This site doesn’t run on feelings. It runs because I make sure it does.”
FTL Blackwood:
“No. It ran on fear. You called it discipline. But when the silence stops, so does your hold.”
Second Lieutenant Preliminary:
“Command isn’t control. It’s responsibility. And you failed it the moment you made their fear part of your routine.”
Blackwood (final):
“Take off your badge, Captain. It belongs to someone who remembers what it’s for.”
Gavel and Psalm entered and took Captain Hurn into custody. No resistance. No last word.
4. Recognition and Promotion
Following debrief, Captain Justice met with the Ethics Committee. His recommendation read:
"Blackwood is no longer learning how to act. He is becoming the man others watch to understand how it’s done. He is ready for command."
Promotion Approved
Fireteam Lead Blackwood is hereby promoted to Second Lieutenant, Omega-1, with full operational and field-investigation authority.
5. Outcome

6. Personal Logs
Private Log – Second Lieutenant Preliminary
“Authority isn’t proven by obedience. It’s proven by trust. And that trust is gone the moment someone like Hurn holds power. I won’t forget their faces.”
Private Log – Second Lieutenant Blackwood
“She asked me if it was okay that she didn’t remember how to feel safe. I told her we’d do everything we could. And I meant it. We’ll be back, if we have to.”
7. Addendum
Operative Moth retrieved a scrap of cloth wedged behind a vent in the locker room. Written in faded ink:
“The lake keeps its secrets. I was never one.”
Item preserved in archive. Tribunal pending. Promotion finalized. Operation LOCH LOW concluded.
