BFOA Board Meeting - 11/26/18

Called to order 6:30PM

Board members Present; Phil Serfass, Joe McGrath, Anthony Smith, Pat Carter, Tyrone Montgomery, Scott Singer, Anthony Vento

Board had in-depth discussion on Ed Nieter on situation on field. Phil Serfass and the board asked Bill Hanlon to investigate and report the findings to the board. The board would like to thank Bill Hanlon on the excellent and in-depth report he did on the Ed Nieter situation. After a lone discussion of this case the Phil made a motion to put Ed Nieter on probation for the 2019 season. Second by Anthony Smith. Said motion was passed.

The board appointed board members to like into the following for upcoming season.:

Phil Serfass evaluations, Joe McGarth security, Anthony Vento purchaser of radios, Pat Carter videos of meeting, Tyrone Montgomery completion of bylaws, Anthony Smith use of fields,

The board also discussed having training on Saturday that you would get credit for Monday meeting.

Called to order: 6:05PM

Phil opening meeting with reading of minutes from last meeting. Motion to except minutes as read, first John Fusaro, second Anthony Vento. Said motion passed. On the agenda we have the alternate varsity crew members and varsity draft. The board had a lengthy discussion on adding 8 members to draft and alternates. Motion by Tyrone Montgomery, second by Anthony Vento. Said motion passed. Draft will start on schedule. Phil when in detail that all committees are important but especially the evaluation committee. Joe McGrath stated that Gino SantaLucia will be chairperson

Phil said he and 2 board members attended open house at Dolphin Stadium/Hard Rock a timeshare presentation. They were told that if they can get 100 members to attend the opening Game, Sept 9, 1PM, we will have club seating, air-conditioned comfort at a cost of $95.00 a person. It is open any person that wants to go. If we get 100 they will send out 2 buses. If we do get 100 they will give us a reception area, banquet area for are end of year banquet at no cost.

Phil advised all board members to please appoint chair person and 3 to 4 members to the committees as the season is upon us. All board members are in the process of committees together.

GENERAL MEMBERSHIP MEETING

Called to order: 7:10 PM

Phil opened meeting welcome members to are new location American Heritage school at Plantation. As we all know sometimes it is very difficult to get a location for are meeting. I know it did take longer to get on campus but hopefully it will get better for future meetings. With that being said are next meeting will be hear Aug 20 at 7Pm. Plan on getting here a little early.

Phil advised members that he and Anthony Smith, Anthony Vento attended invitation by the Miami Dolphins timeshare presentation at Hart Rock Stadium. We were advised that if we can have 100 people attend the first game at a cost of $95.00 a person they will give us club seats, air-conditioned comfort and will send 2 buses to take us to the game, He had asked for head count of members they would attend the game. We had 35 for now and please let the word out as it will be a fun time. Trip will go if we don’t have 100.

Commissioner Tye Sager advised the members that he you will need a hard copy from background check not receipt to forward to BCAA. Once that is done I will get you on the compliant rooster that all steps are completed. The draft starts tonight, I would suggest that you contact crew chief for the draft. If you are not picked in draft you most liked will not work every week as the same for crews that are picked as I look at the season schedule. I will try to work in as many people as I can. If there is a timer position available I will assign you. I will put a varsity alternate on clock. It may look as a letdown but it is not, you can evaluate. Joe McGrath is the liaison for the evaluate committee contact him if you would like to do so. Now is the time to go on arbiter to block dates and schools. I will be publishing the first 4 weeks of the schedule when the assignment committee release schedule to me. Date line for blocks will be Aug 15 for first 4 week schedule because pre season starts on Aug 16. The board voted to add on 8 members onto the draft. I will send out the names to all crew chiefs.

Called to order: 6:10PM

Board members Present: Phil Serfass, Joe McGrath, Scott Singer, Anthony Smith, Anthony Vento, John Fusaro

Rules Interpreter Tommy James, Commissioner Tye Sager, Excused: Tyrone Montgomery

Phil advised board that shirts are here from Purchase Officials for disbursement to members. The association will pay $4,00.00 for payment of $20.00 for each member. Treasurer Scott Singer advised board would pay Purchase Officials with his check and will be reimbursed from BFOA. Board voted and approved. Scott has list of members that have paid for shirt.

Phil recommend that we vote to retain the 17 crew chiefs. Anthony Vento asked if we have any information from survey. Phil said a couple a weeks ago we stated will use survey to counsel them. Because of the timing of information, we will use it for guidance and counseling as we move forward.

Phil made motion to retain 17 crew chiefs for 2018 season. Motion second by Joe McGrath. Motion voted on and passed. Also voted were alternate crew chiefs, James Canty, Anthony Vento, Steve Haft,Tyrone Montgomery. He also reminded members the use of HUDL that it is an outstanding learning tool.

GENERAL MEMBERSHIP MEETING

Called to order: 7:05 PM

Phil opened meeting advised members that the shirts are in and Scott will check that you have paid $20.00 and also paid your BFOA registration dues. The blank shirt is also available from Purchase Officials. Tye Sager will go over registration as to all parts to complete.

For members information Purchase Officials will be out of town from Aug. 2 to Aug 7.. Fred Collida asked that you call first before you come to store as some times he is out of office.

Our next meeting is Aug 6 at Western high school at 7PM. This is all confirmed with the school.

Tye Sager advised that he is going over to complete your registration. Three simple requirements. Back round with Badge that must be good for the entire season, BFOA dues. FHSAA dues start July 16. This is done on arbiter. Also, survey.

Vince Mundo had video presentation from HUDL.

Rules Interpreter Tommy James had covered mechanics and referee signals.

Called to order: 6:05pm

Phil opened meeting with report from John Craven on FHSAA Leadership Conference in Tampa on June 8 and 9 ,2018. He stated that the registration with state will have an increase of $2.00. Also, a fee of $2.00 will be paid by FHSAA that you will be able to use your phone or laptop to review your game. They are also sending out a survey to address booking fees and a roster of Athletic Directors and Coaches. One purpose of the roster if coach or A.D. has a question on rules they want to see if they attended meetings with commissioners. The state said they want to have wing people to have more control on the side line. Frank Beasley, Director of Athletics with football attended a number of games and were not flagged as coaches were up and down side lines. Commissioner Tye Sager stated that game reports on arbiter this year may be viewed by that crew as to problems in that game. The crew chief will have to contact the crew for the next game as to conduct of coaches and players. Also, Tye said that if there are changes in your game arbiter will automatically email you of said changes.

John Craven also discussed liabilities for the members and the executive board. BFOA is covered by FHSAA but should look into coverage for the board to protect all involved. Phil appointed Scott Singer to look into individual protection for executive board. John Craven attended the conference for BFOA and should be reimbursed for expenses. Board voted and said motion was passed.

Member Roy Getzoff advised the board that he purchased a plague for retiring Kim Simmonds, Office of Manager Athletics as directed by the board that he should be reimbursed. Motion by Anthony Smith, second by Anthony Vento. Motion voted and passed by board.

As per the board all members will have to complete survey to be varsity for draft. This will be part of the eligibility for draft. All members will receive email must complete. This will be a requirement for varsity draft. The purpose of survey is for crew chief performance and association.

GENERAL MEMBERSHIP MEETING

Called to order: 7pm

Phil addressed members of last minute change to use the facilities at Pompano Beach High School. They had no one to meet are requirements as to custodial schedule to be at school but we will be returning. He asked all new members to please come up to pick up books on rules that we purchased for members last year. We would like to thank Western High school to late us use their facilities.

Phil had Roy Getzoff show plaque that BFOA purchased for Kim Simmonds who is retiring as Manager of Athletics. We thank Kim for her many years of service to us.

Fred Collida from Purchase Officials will be at July 11 meeting shirts and any new items you may need.

Phil Introduced John Craven as he attended the FHSAA leadership Conference in Tampa. John said that we are getting no raise and your registration is going up $2.00. Frank Beasley, Director of Football that he would like to see more control by side line officials to take more control. Frank attended a number of games and did not see that. They FHSAA will make available a web site that you can use to look up rule interpretation. Also, the decline in officials is throughout the state. The average age for officials is 57. Also, next year the FHSAA are going to implement 40 second clock. John asked Phil Serfass how many penalties he had in the state final championship. He said 7 delays of game.

Phill addressed the survey that all members will be requirements to complete as one of the steps to be eligible for varsity draft. The others are. BFOA registration, FHSAA registration and Jessica Lunsford badge that must have an expiration date expiration no earlier than of Dec 2018. What we are hoping to accomplish with the survey to get some feedback from officials to discuss crew chief who they have worked under the pass season, the overall effectiveness of the association. It will have 20 questions. This will be a required aspect for registration. We welcome your input.

Phil introduced Tye Sager are commissioner. Tye said you know last year that some badges expired during the season. We will have a new person working at BCAA as Kim Simmonds is retired. You must show badge to Tye to complete registration. Now we have a 4-prong process to complete. First original form signed not faxed, I have say this every year. You can pay online or check. As you all know we are using arbiter this year so if you do not complete back round will not let you be assigned any games. Any of the 4 steps are complete you will not work games. It is not to me; the arbiter system will automatically stop assignment of games. Tye said it is not that hard just don’t put things off. You call go to arbiter to see if all is done. Open up your profile and to left of page there is a link that read custom fields. It will have they 4 requirements. He said he has the schedule and see no problem with covering games. Aug 17 is date with a high number of games. James Canty is the JV assigner, please check with him as I have nothing to do with the assignments,

Called to order: 6pm

Phil addressed board of agenda for general meeting that will be covered. They will be 2 inch black and white shirt, hats with 17 on it to honor Marjory Stoneman Douglas High School, spring football games, hosting spring games training for first and second year cadets and cadets to attend spring games and Jessica Lunsford badge.

Phil addressed with board a letter he received from Member Bob McKinney that he would like to step down as crew chief for the 2018 season and be a alternate and return for 2019 season as a crew chief. The board discussed letter and in doing so Phil Serfass made a motion to except, Joe McGrath second motion. The board voted and motion was passed. Bob McKinney will be advised by board that this motion does not include his crew for 2019 season.

GENERAL MEMBERSHIP MEETING

Called to order: 7pm

Phil welcomed the members back for the 2018 season and the new members. He had the new members come up to introduce themselves. We had 8 new members and look forward to training them to become outstanding official.

Phil stated that the FHSAA is making it mandatory for playoffs as to the 2-inch shirts and optional for season. The board has voted and has made it mandatory for season. The association will pay $20.00 of cost of shirt and member will pick up remainder. Last year the association paid for rule books this year will pay $20.00 cost for shirts. Purchase Officials is now licensed with FHSAA. They are located in Oakland park that will make it convenient if you choose that vendor as there are 3 other vendors. Gino SantaLucia had question if FHSAA will supply rule books. Phil said you will have to get them online. On the Jessica Lunsford badge Phil advised members to check dates for expiration. You will not work games if card has expired. He said he will have more information to renew and it will be on are web site. Broward Schools have outsourced to vendors to renew. As to the leadership conference this year will be in Tampa. Phil will try to attend if not Joe McGrath or John Craven will attend. Phil advised all crew chiefs to contact all members of crew for spring games.

Phil introduced booking Commissioner Tye Sager. First on Arbiter, some members are familiar with arbiter and some are not as I see when you log in. When you log in you must except game. If you do not you will lose games. Starting in the fall if you do not except the game that week, the game will be removed and it will be considered a give back , The board wants to knew who are turning games back. You can go on arbiter and block out dates and times if you can not work 4pm games. This is all automatic as it is set up in the arbiter web site. If games are turning back the web site generate list of available officials and I will assign games. On spring games if you have not excepted games by end of week you will be removed from game.

On registration a lot of people followed directions, they had their forms and had their badge. The reason we have to look at the badges this year we have a new person with BCAA as Kim is retiring. I will have to certify that all members badges are up to date. I will not except forms it you do not have badge with you and up to date. Spring and fall jamboree please check notes on arbiter. Tye said he has the schedule for upcoming season and stated that we should not be to problem to cover games. I n the pass you have received your schedule for the season, starting this year you will not. The BCAA for years has been after us so have certain crews on the more competitive games. He will publish schedule 2 weeks in advance or mouth in advance. Tye information about up coming season will be on arbiter and Broward football web site. He advised members and new members that to become varsity eligible the by-laws read 3 years. But there are exceptions if you excel and the need for varsity official.

BFOA Board Meeting - 1/28/18

Board members excused: Tyrone Montgomery, John Fusaro

Phil welcomed board members back for 2018 season. Phil has been advised from Bob McKinney that the FHSAA will be going to 2-inch black/white stripe referee shirt this season for playoff games and will be mandatory for next season. The board discussed the cost for each football official would be approximately $40.00 per shirt. After discussion of the cost a motion was made for BFOA to pay $20.00 of cost for each member. A first on the motion was Anthony Vento and second by Anthony Smith. The motion was passed and the board will present said motion to members. Phil said he will be in contact with vendors and will report to board.

Some goals that Phil addressed were in addition to rules interpreter we should have a training coordinator, mechanics coordinator and banquet coordinator. Also, HUDL

Commissioner Tye on recruiting and members being excused from meeting. He would like to remove from are web site and send him email that member will not attend. As to recruiting we should have a incentive so members will go out to recruit new members. If a member’s go’s out recruit a new member and new member pays his dues and complete training the person that recruited should get $5.00 off his dues. If person signs up more then 1 person then $3.00 a recruit. Phil said he would be in favor for some kind of recruiting incentive. We now have 129 members. Tye said he would need some volunteers for Feb 17 at 7on7 at University school that is set by Orange bowl Committee. GMAC was initially involved but asked for are help. He will send out email to all members. Joe Underwood and Tye will attend.

Tye said he received a survey from South Golf association in Fort Myers. It was survey sent to all associations that it has to do with how many schools you service, any concerns we have. Tye will receive the state-wide response and will report to board.
