BFOA Board Meeting - 11/7/2016

Called to order: 6:10 pm

Board members present: John Gazzano, Gino SantaLucia, Keith Knauer, Steve Haft, Joe McGrath.

Excused: Vinnie Harstad Commissioner Tye Sager, Rules Interpreter Tommy James


John Gazzano opened the meeting thanking the board for their hard work over the last four years. This was last meeting with John as President. John advised the board the election for the Board of Directors was conducted by voting online. The election results were:


President- Phil Serfass

Vice President- Anthony Smith

Secretary- Joe McGrath

Treasurer- Scott Singer

Directors at Large- John Fusaro, Tyrone Montgomery, and Anthony Vento.

Steve Haft reported on next year’s budget. From 2012 to date the members have declined 18% from 158 to 2016 to 130 members. He stated that the dues should stay the same for 2017 at $45.00. Steve had a concern of no shows for banquet. Last year we had to pay for 20 no shows who had committed to go. That cost us almost $1000.00. He feels that we should pay $10.00 per member for next year’s banquet.

Commissioner Tye Sager advised the board that we will host 3 sites for play-off games. He will need chain crews and a host for each site.

Roy Getzoff addressed the board with amendment for BFOA Hall of Fame. Amendment was approved by the membership.

General Membership Meeting

Called to order: 7:05 pm

John Gazzano advised the members that the election was on-line this year.

The election results were:

Directors at Large- John Fusaro, Tyrone Montgomery and Anthony Vento.

Steve Haft reported on the budget for 2017. Membership has declined over the last few years but he stated the dues should stay the same at $45.00. As to the banquet for next year we should have members pay $10.00 as we had a number of no shows that we pay for as we did last year at the cost of almost $1000.00 and we had a number of no shows this year. As per are by-laws we need 1/3 of general membership to have a quorum and we did not so last year budget carry over to next year.

Commissioner Tye Sager advised the members that all 7 play-off crews and 2 private school have been assigned playoff games. He said he will need chain crew and a host at a number of sites.

Roy Getzoff ‘s amendment for BFOA Hall of Fame was approved by the membership.

Rules Interpreter Tommy James had some mechanics to go over so we use the same for play-off games as they are required by FHSAA.

John opened meeting with list of the following candidates that have declared their desire to run for office.

They are: President- Phil Serfass, Gino SantaLucia, Vice-President -Steve Haft, Anthony Smith, Secretary -Joe McGrath, Treasurer -Scott Singer.

Directors at Large ( 3 positions)- Tom Deen, John Fusaro, Tyrone Montgomery, Butch Brannock

Next on agenda was the list of play-off crews that were prepared by play-off committee. Vinnie Harstad was chairperson of the committee and was running late but would make general membership meeting with list.

John informed the board that the year end banquet will be Nov 6, 7pm at Plantation Preserve. A cash bar will be available at 6:30 pm

Commissioner Tye Sager advised the board that a number of 4 person crews last week went very well, he received calls that the crews did an outstanding job.

General Membership Meeting

Called to order: 7:05 pm

John opened meeting with names of candidates to run for office,

Directors at Large ( 3 positions) : Tom Deen, John Fusaro, Tyrone Montgomery, Butch Brannock

This year’s election will be voted on-line.

John informed the members that the year-end banquet will be Nov 6, 7pm at Plantation Preserve.

The recommendation committee presented our 2016 playoff crews. Crew list was presented and discussed by committee member Scott Singer. Rich Collura made a motion and seconded by John Fusaro to accept playoff crews. Members voted to approve playoff crews.

Roy Getzoff proposed a new amendment. He read to members and will be discussed at next meeting as per bylaws. It is to establish a BFOA Hall of Fame.

Rules Interpreter Tommy James addressed some signals and inadvertent whistle on kickoffs.

Inadvertent whistle- On a punt if you have first touching and the ball keeps going and then you have an inadvertent whistle. The receiving team cannot take the ball at spot of first touching. They can takethe ball at where the whistle was blown or re-kick.

Dead ball personal and unsportsmanlike conduct. If you have a dead ball personal foul and you are marking off the penalty and the coach starts swearing at you, mark off the 15 yards for dead ball and 15 yards against the coach for unsportsmanlike conduct.

John opened meeting to address recommendations committee. Chair person is Vinnie Harstad. He will contact the first playoff crew from last year as they will be on the committee. Commissioner Tye Sager advised the board that he will send out email to all members with qualifications and deadline.

Gino had question on the use of drones. He said all BCAA schools are not allowed to use during game. This does not cover private schools. John Gazzano told the board that all crew chiefs control the use of drones with private schools for liability reasons and should stop the use of drones. Keith Knauer told the board that his game last week they had a drone over the field. He advised the A.D. that the BCAA policy does not allow them. They did take it down. Gino also contacted FHSAA about the use of drones . They advised him that they oversee the use of drones for state playoff games only. This is up to local associations to restrict use.

Gino also addressed the authority of what team we use for weather bug and the distance to stop play of game. He called Broward Athletic Director Shawn Cerra for clarification. Mr. Cerra advised Gino that the home team is responsible. That person is the A.D. or principal. As to the distance it is 6 miles.

Commissioner Tye Sager told the board that on Sept. 22 BFOA official Darrel Williams failed to show up for a varsity assignment at Cooper City, although he had previously confirmed that assignment. In accordance with BFOA guidelines I have suspended him pending a board appearance / explanation. Mr. Williams did appear before the board and stated that it was a mistake on his part as he through it was a Friday game, but it was on Thursday. J. V. assigner Jim Canty stated that Mr. Williams has turned back a number of games on the same day. The board discussed all issues in depth and voted to suspend Mr. Williams for 2 games.

Steve Haft said that HUDL is up and running. He sends out videos to all crew members when he receives videos. There has not been a high response of videos from BCAA schools.

General Membership Meeting

Called to order: 7 PM

John opened meeting that playoff games are not far away. He said Commissioner Tye Sager will send out e-mail to all members of dead line and qualifications. October is cancer awareness month. If you have pink whistle, lanyard, towel or hat you can use them for the month of October. All crew members should be in same uniform as to wearing pink items . Honig,s does supply pink items. Larry Bowen addressed members that if you need pink whistle that he will have them at next meeting. Larry has been kind enough to supply members each year as his wife is a cancer survivor.

John also addressed the weather bug that it is the home team is responsible and the contact person is the A.D. or principal. Also the distance to play is 6 miles.

Commissioner Tye Sager advised members that on Oct. 7,14 and 21 if anyone on your crew turns a game back that you better start practicing 4-person mechanics, as you will be working 4 person games.

Steve told members that HUDL is working and when he receives videos, he sends out copy to all crew members. He said he signs us up as coach so the crew chief can edit and forward to his crew. Also on weather delay for pay that he has only received a few forms and he will forward to BCAA at end of month.

Tommy James had a HUDL presentation and addressed some rules.

Where you don’t have defensive pass interference:

Quarterback throws the ball when he is over the line of scrimmage.

2 forward passes.

Ineligible down field.

Defender away from ball from where it was thrown. You could have holding but not pass interference.


A helmet comes off and runner fumbles ball. Ball is dead and A keeps ball.

2 dead ball unsportsmanlike fouls on A and B. offsetting. You mark off nothing.

A has ball second down and 5 yards for first. A runs the ball and fumbles with B recovering. B starts to run with ball and he fumbles with A recovering. You had 2 change of possession. It is now first and ten for A.

Rules Interpreter - Tommy James

John Gazzano told members that he had to cancel last meeting because of a problem with parking. SPHS was having their Open House and they not notify us. He did have an e-mail sent out to all members about 6:15 pm cancelling the meeting. John advised members that they may receive call from Kim Simmonds, Office of Manager Athletic as to your social security number. Kim will need this for pay purposes. John wanted members to know that it is fine to give Kim your S.S. number.

Vince addressed members with video presentation with you make the call. He had sent e-mail with video to members prior to meeting. The video addressed if the foul was a block in the back or not. The response from BFOA was a high percentage of no foul. Vince contacted an association in California with a membership of 230 with them having the opposite response. He also contacted GMAC for their call. Vince said as we all know this is a judgment call.

Rules Interpreter Tommy James addressed members about water break and some other rule interpretations.

Water break should be 6:30 of quarter. Do not arbitrarily stop a running clock for a water break. If the clock is stopped at 6:40, don’t be afraid to give the water break at that time.

If you have a quarterback sneak and the fullback is pushing him this is aiding the runner. The penalty is 5 yards from the spot of the foul.

Now a scrum is completely different. When you a have a number of players from offense and defense pushing you have nothing. When forward progress has stopped blow your whistle.

Home team is responsible for chain crew at start of game. This is a 15 yard penalty, not 5 yard delay of game. This is the same for second half.

P S K fouls starts with the snap, (punt past neutral zone) ends when the kick ends.


BFOA BOARD MEETING - 8/15/2016

CALLED TO ORDER: 6:05PM

Board members present: John Gazzano, Gino SantaLucia, Joe McGrath, Keith Knauer, Steve Haft, Phil Serfass, Vinnie Harstad, Commissioner Tye Sager, J V Commissioner James Canty, Rules Interpreter Tommy James

John Gazzano advised the board that the online test will start August 17. He advised board that Tye would like to address the board about uniforms. He feels that all varsity games, the uniform should be long pants. Tye also stated that with long pants you look professional and when you wear shorts it is a disservice to our organization. Gino read the policy from FHSAA about uniforms. It states black pants with black socks or black shorts with black socks. Joe McGrath said first impression is very important. If you look sharp you are treated differently if you are on a football field or on the job. The board discussed all issues and concerns and voted that all varsity games will be long pants.

Gino told the board that Tommy James had a meeting with coaches and one concern was the back judge having his arm up with 5 seconds to go with 25 second clock. He said the FHSAA stated that you can use that mechanic. Phil added that he used that signal a number of years ago out of state and it did not cause a number of delay of game penalties. He also said that game management will control that. The board voted and that signal will be used by all crews when no visible 25 second clock is used.

Tye added that when he had a meeting with AD’s, they want an official to operate the visible 25 second clock. Unfortunately, we may not have enough officials to operate the clock. Tye advised the coaches if they have a parent or coach that is capable enough to run the clock we will use them. But they should be at the pre-game with officials. However, if that person does not work out, we will shut it down and will be keep it on field. We can have the timer supervising that person.

Tommy James addressed the board about transfer from another state. He is Steve Swaringen. Tommy said he has attended a number of training sessions and he is absolutely qualified varsity official. Tommy asked Tye and the board to add him to the varsity list. Tye said the only information he had was 2 years in North Carolina but he will look into it and yes if he has experience at varsity he will use him.

Gino addressed some rules from the FHSAA that are a must by state policy. Security escort from and to field and parking. If any crews have problems or concerns this season, please put in game report. In July meeting new Athletic director Shawn Cerra addressed members that he will address concerns and issues he will look into but can’t it if he is not aware of the problem. So it is a must to put in game report and Tye will forward to Mr. Cerra.

General Membership Meeting

John Gazzano opened meeting advising members that on-line test starts Aug 17 to Aug 26. John also advised members if you were not selected on a varsity crew that you will work games, as we have a numbers of games to cover. He said pre-season games start this week and do not start game without ambulance on site. Make sure you have paper work with you if you want to get paid. Some private schools will ask for sheets but they are not required. I would have them as your address is on them.

John informed members that the board discussed uniform as to long pants for varsity games. The board discussed concerns or issues and voted that all varsity games will wear long pants.

The board addressed the mechanic of back judge arm up with 5 seconds left with 25 second and count to last 5. The FHSAA stated that you can use this signal and the board voted to have all crews to use this signal.

Tye advised members that a number of schools now have the 25 second clock and they want them used as they pay for that. When Tye had meeting with AD’s he advised them he may not have an official to work the 25 second clock. So he told them if they have someone knowledgeable to work the clock to use them and it does not work out we will keep it on field. Understand please give them the opportunity to work clock.

Tommy James on a number of different mechanics. One was inadvertent whistle

· On a punt, pass or kick with no foul replay the down.

· Runner has ball, take the play or replay the down.

· Player fumbles ball. spot of fumble or replay the down

Breakout sessions for all officials for 15 minutes.

John Gazzano opened meeting with discussion on the number of officials for upcoming season.

Commissioner Tye Sager advised the board that the numbers are the same as last season. He also asked the board if he could move up a number of officials that do not have 4 years of service to be put in draft. The board discussed with Tommy James as to evaluations and crews that have worked with them and they were outstanding. The board voted and approved 3 members for draft. They are: Odman Dugar, Alton Jackson, Chris Long. Also as alternates not in draft: Terrance Butler, Robert Polan, Rodney Sims.

John Gazzano addressed the appointment of new crew chiefs for this season. The board voted to have Roy Getzoff as crew chief to fill in for crew chief Steve Epstein for this season for personal reasons and Roy Getzoff step down after season. John advised the board that we have four open positions for crew chief. The board discussed all candidates in depth and voted to appoint the following members to crew chief. They are: Keith Knauer, Anthony Smith, Scott Singer, Joe McGrath. The board also appointed 2 alternates crew chief, they are: Steve Haft and Vinnie Harstad.

General Membership Meeting

Called to order: 7 PM

John Gazzano opened meeting with moment of silence for long time member Carl Lendinara who passed away last week.

John introduced our new Broward County Athletic Director Shawn Cerra. Mr. Cerra addressed many questions and concerns of a number of our members. Before he addressed questions, he advised us that all football helmets this season will have D.H. on them to honor Damian Huttenhoff.

He said they spent over a half million dollars on upgrades at various fields. The first priorities for repair of fields were Deerfield Beach, Ely and South Plantation. Also fields will not be used for practice.

The weather bug will be in the hands of the athletic trainer. Principal will oversee all concerns and/ or Athletic Director. As to fields condition from rain, weather conditions, he would appreciate if long delay that the football crew do the best they can to get game in, but safety is first.

Mr. Cerra was advised by member that we have concerns with parking, security as to escort on and off field. He was also told that crew chief send in game report to the commissioner about these concerns. He said if they are not entertained he wants e-mail to him from the commissioner because if he does know of them he can try to take care of problem.

As to sportsmanship all coaches will attend mandatory training as to discipline and respect. He wants all of his staff to respect officials and players. In your pre game he wants you to tell the head coaches that we know they attended training as to sportsmanship.

He will encourage coaches and A.D. to share games via HUDL.

Commissioner Tye Sager said that registration has been open for almost 75 days and we still have 50 members who had not registered. If you don’t register by July 31, you will not be eligible for draft. He advised the members that the board had approved members with less than 4 years of service to be in draft. They have worked varsity games and had outstanding evaluations. They are: Chris Long, Odman Dugar, Alton Jackson. Also 3 members as alternates not in draft. They are: Robert Polan, Rodney Sims, Terrance Butler.

The board also voted and appointed for 4 new crew chiefs, they are: Keith Kanuer, Scott Singer, Anthony Smith, Joe McGrath.

Rules Interpreter Tommy James covered a number of different mechanics and situations.


BFOA BOARD MEETING - 7/5/2016

John Gazzano opened meeting to discuss letter he received from Steve Epstein requesting a leave of absence from his crew for this season for personal reasons and return to his crew next season. The board had discussed concerns and motion on floor from Steve Half to grant leave and return to crew next year, motion second by Phil Serfass. The Board voted and passed motion.

John advised the board that we will have 5 open crew chief positions for this season. He said this he wants all board members present to vote so he tabled vote until next board meeting.

Commissioner Tye Sager advised the board that we have approximately 139 members.

The board discussed appointments of members to oversee committees for this season. They are:

1. Grievance- Steve Haft

2. Assignment-Joe McGrath

3. Evaluation-Keith Knauer

4. Recommendation- Vinnie Harstad

5. Training-Gino SantaLucia

Phil Serfass advised the board that he did secure a contract with AYFL. He will discuss details to members after are general membership meeting.

John Gazzano opened meeting asking for a minute of silence for the passing of Damian Huttenhoff, former Director of Athletics Broward County who had just retired 3 weeks ago.

John also advised that the registration for FHSAA will start on July 18 to July 31.

Phil Serfass will address members after general meeting that we have a contract with AYFL.

Commissioner Tye Sager told members that registration is on-line. There are 2 parts,

Pay on-line and hand a copy of registration form with picture on it to him. Assignments will be the same as last year with few exceptions. Games that are given back will be reassigned at the next general meeting, so it is important that you attend.

Rules Interpreter Tommy James went over 4-person mechanics as we now have a contract with AYFL.

John Gazzano opened meeting to discuss appointment of crew chiefs for upcoming season. Commissioner Tye Sager addressed the board of a number of complaints over the past 3 years of crew chiefs. The board discussed these issues and concerns in depth and tabled appointments until to next board meeting

Phil Serfass advised the board that we did not get contract from Gold Coast Pop Warner. He said Chester Smith did receive contract.

Commissioner Tye Sager also addressed the board that when you go on are web site to see if it shows you paid dues and if you did pay it will read no because you did not send registration form with picture. Please double check.

Steve Haft said that HUDL is up and when you pay your dues it will allow you to participate. It will be a great learning tool for all of us.

Joe McGrath said he attend the FHSAA Officials Summer Conference in Ocala on June 10-11, and will address all information at general members meeting.

General Membership Meeting

John Gazzano opened meeting handing out awards for members who have scored 95 or above on on-line test over the last 5 years.

Commissioner Tye Sager told members that if you paid your dues that you must hand in registration with photo. He has schedule for season and will need up to 20 crews almost every Friday.

Joe McGrath addressed members that he attend FHSAA Officials Summer conference, June 10-11 in Ocala. The state advised us that we will not be going to the 2 1/2 inch stripe shirt as it would be very costly to all as they are looking at a new logo so you would have to buy new pants with logo. They have no set date for change. Also the state are going to new software for registration, testing and on-line past history as to number of years, clinics that you have attended. The new software is C2C. Registration will start July 10-16, 2016. You will register with old program first with your old user name and password and 2 or 3 weeks later the state will send email to you to old software with your old user name and pass word. Then on C2C you will have to have a new user name and password. Also you will be able to put games reports on C2C.When adding your information to C2C make sure you put Broward Association.

In breakdown session with Frank Beasley FHSAA Director of Football said that they will be using HUDL for use in picking crews for playoff games. For the second and third they will be at the games themselves. Mr. Beasley said we must have effective communications as the schools are our clients.

The FHSAA will now be insured 100% by National Federation of state high school association’s .If you work high school or local leagues.


BFOA BOARD MEETING - 5/23/2016

Members present; Joe Stauffer reported on Gold Coast Pop Warner, Attorney Jonathan Kasen to discuss liability.

John Gazzano had Joe Stauffer attend the board meeting to discuss the possible contract with Gold Coast Pop Warner football for upcoming season. He also had Attorney Jonathan Kasen to address the board about liability as to Gold Coast Pop Warner. Joe Stauffer advised the board that Gold Coast Pop Warner will be meeting next week to pick association for season. Two other associations have put in bids for contract, they are Chester Smith and GMAC from Miami. Joe discussed the fees, game delays pay, and make up games fees. He also discussed the pre-season Jamboree they have at Parkland. He feels if we work the Jamboree at a lower fee would, it will help us secure that contract.

Attorney Jonathan Kasen stated that if we do secure a contract with Gold Coast, that it should be a separate entity (LLC). He stated you can file with the state for tax exempt non-profit organization, but it still should have its own LLC. Steve Haft said that we are part of the BCAA and we would have to address it with them. After further discussion the board agreed because of legal issues that if we do secure a contract that it must have its own LLC.

General Membership Meeting

Called to order: 7:10 PM

John Gazzano opened meeting advising members they can register with BFOA on-line now and must register by July 1 as you will not be eligible for varsity draft. Also FHSAA registration will start July 1 to Aug. 5. The online state test is from Aug.14 to Aug. 24.

John informed members that long time Taravella principal Shawn Cerra will replace outgoing Broward athletic director Damian Huttenhoff after receiving the school board’s approval Tuesday.

He also said if anyone wants to attend state clinic that they will have 2 in Aug. Just go on FHSAA to register. John stated that we had a number of officials attend the clinic in Naples. Two members that attended were Terry Saulsby and Anthony Smith . Terry and Anthony addressed the members that it was an outstanding clinic and they had a number of mentors from different conferences. The main emphasis was communication.

Rules Interpreter Tommy James addressed members about proper mechanics. He also covered rule changes for 2016-17. Elimination of clipping in the free-blocking zone. Tooth and mouth protectors that are completely white or clear, are no longer illegal. Football gloves are now required to meet the SFIA or NOCSAE test standard at the time of manufacture.

John opened meeting with discussion on crew chiefs slots that are open for upcoming season. He advised the board that we will have 3 open positions. John said Steve Ciardiello, Guy Taglienti, will not be returning. Also that Roy Getzoff would move to umpire position and help mentor a new crew chief.

The board had discussion on filling positions. A motion by Steve Haft that we vote at next board meeting to appoint crew chiefs. Motion was second by Vinnie Harstad.

John had Phil Serfass appear by phone as he was at meeting with Gold Coast Pop Warner for possible contract with them for upcoming season. Phil advised the board that they have 12 teams and all are in Broward, 6 sites per week. They are interested in having our association of high school officials working their games. They have received bids from GMAC and Chester Smith. He stated we had a unanimous request by the board to pursue for possible contract. This primarily to help new officials and training venue for all officials. He said he had meeting with Joe McGrath, Joe Stauffer and Bob McKinney to discuss a proposal for this organization. Phil wants to address them tonight that we are all qualified, registered with state and have background check and also would have active supervisor of officials. He said 3 locations are paid by check and officials would receive 1099 if they make over $600.00 for season.

Phil asked the board for any concerns or questions. Commissioner Tye Sager stated that he has a concern that with the proposal that would be part of BFOA and concern for liability. He suggested that it should be separate and have its own LLC. The board discussed it and agree with commissioner.

Steve Haft reported on HUDL and said he would need help in contacting coaches for videos and suggested that we have assistant administrator to move forward. Vinnie Harstad volunteered for position.

John Gazzano welcomed all member’s back and looking forward to upcoming season. He asked all new members to stand and state your name and a little background of themselves. He all said the dates for on-line test this year are Aug 14 to 24 and that 2 state football clinics are coming up in the next 3 weeks and if you want to attend you should go on the FHSAA to register.

Commissioner Tye Sager advised members that registration is on-line this year and he has 20 to 25 members have already registered. He said you have 2 parts to complete registration.

1. On-line registration, pay dues

2. Print on-line updated registration form and original not a copy to meeting.

Steve address members that HUDL is up and running. He said he needs help in contacted coaches for videos and that Vinnie Harstad volunteered to be assistant administrator for HUDL to work with Steve. Any other members would like to help please contact Steve or Vinnie. This will be very valuable to all of us.

Tommy James addressed mechanics and situations. Starting next meeting he will have rooms to separate by positions and discussion for about 20 minutes. After session come back to discuss.

Gino SantaLucia opened meeting with Jim Canty J.V. assigner address board about members using long pants for J.V. games. Gino advised Jim that it is up to the white hat if they want to use shorts or long pants.

Commissioner Tye said that for BFOA registration will be online this year. He said hope to have online within the next 2 weeks. To make attendance better this year he said he will fill open slots at Monday meeting. He will have a power point presentation of open slots and you have to go online to accept games. You should text or email the game number to Tye.

Rules Interpreter Tommy James asked Commissioner Tye Sager if he was going to use second year officials. He said they would be eligible for J.V. draft and if he has games that schools ask for chain crews he would use them. Tye said he did contact schools about using chain crews and as of date they have not made decision.

Tommy told board that he was in contact with Chester Smith of AYFL about fees and dues to referee. Tommy attended Chester Smith board meeting with 3 new officials from BFOA. He asked if last year’s new officials could work games for AYFL. He was advised that games pay $42.00 and $45.00per games. Dues are $85.00. Chester stated that his group signed a 4 year contact last year with AYFL. He has 3 leagues that he assigns. He has 92 officials and 12 from BFOA that work for him. Last year they had Mike Dulaney and Bob McKinney assigning some games but this year they will not. You pay the dues to Chester or you do not work any AYFL games.

Tommy said Pre-season training will start for rookies and 2nd and 3rd year officials on the following dates and location.

Steve reported on HUDL that it is up and running. As of date he has not received any responses from schools with his request for videos.

Gino asked Tommy James to address the use of South Plantation high school for meeting for up coming season. Tommy stated that he will be in contact with the new A.D. and sees no problem with using the school for are meetings. He said he will set up rooms for breakdown sessions for different position groups.

Gino also address meeting for upcoming season to have meeting every 3 weeks instead of 2 weeks. After discussion board voted and recommended every 3 weeks for meetings. He also stated that we will have 2 openings for crew chief this season and would like to open to members.

Commissioner Tye Sager said he will forward email to members about openings and will address at next board meeting.

Steve Halt addressed the board about HUDL. He said that he paid the $800.00 for this season and please check with coaches if they have any videos that we can use to review. He said he will ask Rocky if he can assist us with that. Steve would like to have this in place before members pay dues.

Football Officials Advisory Committee member Bob McKinney

John opened the meeting with report from Bob McKinney meeting with the Football Advisory Committee in which he is a member. Discussed was Florida House Bill 31 addresses compliance and eligibility of transfers for athletes with no regulation of transfers. For example, if you are an all-star in football and the school across town has a better baseball program, you can transfer to that school. The legislators want athletes to have a choice of schools.

Bob reported that this will be the last year for championships in Orlando. The FHSAA is looking at totally revising the playoff system throughout the state. They are looking to get the best teams in the playoffs. FHSAA Director of Athletics Frank Beasley will oversee all of suggested changes. Bob feels all of the playoff changes will not happen this season.

The FHSAA has a problem with some associations not using established mechanics set forth by the state for season and playoffs. They want at least 1 or 2 games with 7 person crew during the season to prepare for the playoffs. The 25 second and game clock must be manned by a certified official.

The Advisory Committee will report to FHSAA which shirt will be used for next season. The 2” strip will most likely be the change but not until the 2017 season.

FHSAA said the clinics have failed especially in basketball. They will address it in future to make improvements in clinics.

The FHSAA has no problem with the use of communication devices to be used by game officials. They have left it up to the Local Executive Board.

Steve reported on HUDL. He set up the board members for the first month trial. He will pay fee of $800.00 next month. Members voted at last membership meeting for HUDL. Once members pay dues, he will set them up to use program. Steve said he sent e-mail to Rocky with the BCAA to contact coaches to let us share videos from last year.

John Gazzano opened meeting welcomed board members back for 2016 season.

Commissioner Tye Sager address board about membership and returning white hats. Tye stated he will forward e- mail to all white hates if they are going to be back. He said Guy Taglienti will not be back as he retired from South Plantation high school and will be moving to Michigan. Phil Serfass asked Tye if we have lost any officials this upcoming season other than Guy .He said no but he recommended this we should appoint a coordinator for recruiting. That person would oversee concerns in recruiting and help us grow in numbers in the future.

Phil Serfass stated that he had talked with Bob McKinney and Mike Dulaney about AYFL. They were doing some assignment of games last year for AYFL. They said that AYFL will be staying with Chet for this season. They have a 3 year contact. Phil also discussed if someone could contact Chet if he would assign new members of BFOA with his crews. Joe McGrath said last year he wanted $80.00 to work AYFL. Tommy James said he will contact Chet and report back to the board.

Steve half discussed HUDI and Banquet. Steve said he will contact Rocky to see what BCAA schools used HUDI videos from last season so we can share the 2015 videos.

On banquet he said we may have to charge a fee to members to attend because last year he sent e-mails to all members if they would attend and 30 members who said they will be at banquet and did not show. He had to pay for 30 meals for they no shows. Steve said that banquet committee will make decision on fees.
