Forced labor isn't a new thing, by all means during the Abrahamic Society's reign over Ohio it wasn't too uncommon to see convicts forced into chain-gangs and forced to plough the near-frozen fields or to handle white hot metal in sweatshops, reasonable albeit wicked. As the Abrahamic Society broke apart into warring states, POWs joined the ranks of mutants, raiders, and theives, forced to toil to "help" the war effort. The tribes that eventually became the Architects wasn't against the practices either with Dilentaani being the most notorious for it, with restricting rations for disobedience and working them until they died.
By the end of the 2150s, the practice largely fell out of favor as the Architect's came into being, seeing no use for it anymore and as they began the Pioneer Project it seemed like it was a distant memory. Unbeknownst to the Architects, history would repeat.

UNDER NEW MANAGEMENT, 2165-
The end of the Morley Crisis saw the massive influx of Heretic POWs, this presented a problem to the Seneschal Council. While the execution of POWs would've been acceptable, a Seneschal proposed a simple solution. "Why not use them as lab rats?" While most were taken a back, another Seneschal then chimed in "We could probably do more than that son, at least give them a job." After much discussion, the Council came to an agreement, thus the Sleepers Program was created, and put under the control of the Invigilators.
It went strong for a good few months, until the "Camp Roosevelt Incident" in where excavation done uncovered an undiscoverd biomass nest leading to the destruction of most of the camp with a majority of the Sleepers being assimliated or having to be put down. With the Seneschal Council met once again to discuss the issue on wether or not they could recover from a loss like this. But before it could be put to a vote on whether to end the program, then one of the dissenting Seneschals suggested they could declassify and put it into the hands of the Adjudicators in order to continue it. The vote passed with a slim margin, with information being declassified in the following days, it certainly appears the Sleepers are under new management.
