Independent
Vernice “Ice” Arocena is a 2nd-year AB Political Science student running for Vice President. Drawing from her experience as Head of the Policy Planning Unit and Political Science Course Representative, Ice aims for an Integrated, Consistent, and Effective approach to leadership, transparency, and legislation.
Her candidacy centers on the belief that a stronger Sanggunian begins internally. By prioritizing internal leadership formation and membership development, Ice aims to build a more capable, cohesive, and responsive organization. One that can better serve the student body.
As Vice President, she not only seeks to focus on member development, but to build better data gathering and monitoring initiatives, streamlining internal systems, and defrosting outdated processes that hinder efficiency. Through transparent governance, and inclusive and thought-out policy-making, Ice envisions a Sanggunian that is not only organized but also empowered to act with clarity and purpose.
Committed to service that is both grounded and forward-looking, Ice strives to keep the Sanggunian sharp, cool, and crystal clear by delivering results with precision and ensuring that no member is left out in the cold.

Platforms
Student Leadership & Membership Development focuses on strengthening the internal Sanggunian community to ensure effective service. Key initiatives include implementing enhanced training and case simulation seminars for smoother transitions, and developing centralized onboarding toolkits and handbooks containing standard operating procedures. The platform institutionalizes capacity-building workshops in areas like project management and policy writing.
To support member well-being and performance, it establishes monthly check-ins and semesterly leadership assessments. Additionally, it aims to create clear communication avenues between units to streamline decision-making and reduce delays, while institutionalizing turnover protocols to preserve institutional consistency.
Transparency, Accountability, and Inclusive Policy mandates monthly public-facing accomplishment reports detailing budget utilization and expenditures to keep students informed. It seeks to establish freedom of information systems and improve public archives for student perusal of policy documents and resolutions.
For policy, we aim to review and consider amending the Undergraduate Constitution and Magna Carta or the Sanggunian Codes to align with current student realities. This includes creating a student policy agenda, implementing policy feedback loops, and developing accessible policy briefs. The platform also advocates for frequent small- to large-scale student assemblies on university-wide and national issues, supported by data technical working groups to ensure all legislation is grounded in credible student insights.
