We never could add smartapps to the hubs. Samsung used to provide a free Groovy cloud where we could run custom smartapps, but they have discontinued that service, as you noted, and you can no longer add new code to it. Some of the old ones are still running, but they will be shut off pretty soon as well.

Last night I decided to see if the Schlage connect locks have been migrated to Edge. You will want some sort of Kiosk mode software to lock the tablets to a single app. As far as having more control remotely, you'd need to look into an MDM solution. Most MDM solutions have kiosk mode capabilities as well.
