The administration and staff at Barry Elementary are dedicated to the proper preparation and instruction of elementary school students in order that they may successfully continue with their education, reach their potential, pursue their aspirations, and eventually become contributing community members. In assuming our responsibility to achieve these goals and accepting the challenges presented in our classrooms, we must be responsive in addressing all factors which influence the educational, emotional and social development of children in a manner which is appropriate, purposeful and meaningful to each individual.
As the design team continues to study options for this study, they will be submitting periodic reports to the Massachusetts School Building Authority (MSBA). These reports will be made available for public review and will include detailed information to support decisions made along the way

Located at the end of Connell Street, Barry Elementary School, opened in 1963, is located in the core district of the City of Chicopee. The site is bound on the north by Garrity Grove Park and on the West by residential housing. To the South and East are residential neighborhoods. The 50,000 square foot facility is located on 15.6 acres and consists of City and Parks property.
The building is brick and steel constructed with uninsulated single pane glass and uninsulated panels. The building contains large amounts of asbestos tile flooring/mastic, asbestos ceiling tiles, asbestos pipe insulation and spray on fireproofing. There have been no major repairs, just minor over the years. Both mechanical and electrical systems are not up to current needs and efficiency.
A more detailed description of the school’s current condition, including an estimated cost to stabilize and bring the existing building up to current codes, will be provided in the MSBA reports, once available.
The school has 30 classrooms averaging around 800 sq. ft. each. The building was designed for 400 students and is currently today at 357. They have to limit the amount of special education programs because of the lack of all 5 levels being handicap accessible. The school's current condition- including minimal electrical outlets to support 1:1 learning, lack of space for interventions, social emotional supports, and special education programming are a few of the many reasons why the Anna Barry ES will be replaced. As a result of a collaborative analysis with the Massachusetts School Building Authority (the “MSBA”) of enrollment projections and space capacity needs for the proposed project at the Barry Elementary School, the City of Chicopee hereby acknowledges and agrees that the design of the proposed project at the Barry Elementary School shall be based on an enrollment of no more than 340 students in grades K-5 (plus pre-K students).
A new elementary school would provide the Anna Barry Elementary students with the opportunity to learn in a 21st century learning environment, providing an increase in learning collaboration with the students and the teachers. Garrity Grove Park is currently one of the sites being considered for the new Anna Barry Elementary School as the city is land poor, meaning that there are very few land options for locations within the Anna Barry school district. Although options are limited, any and all options are being considered. The MSBA, as part of their grant program, requires us to analyze the potential of a base repair, addition & renovation, and a new construction option for the Barry School at its existing location, along with analyzing any other potential sites in the district.
Yes, the design team is working with the City, Planning Department and School Building Commission to identify and analyze other potential sites. There are currently two locations that appear feasible, which are being studied further.
A traffic study will be completed by the design team to review existing conditions and to evaluate conditions if a new school is determined to be the best option. The design team will develop a traffic plan that best fits the site, abutting streets and neighborhoods. How busses and cars enter and leave the school site safely and efficiently will be the top priority for these studies while also ensuring the safe pathways for walkers and bikers.
If an addition or renovation or a combination of this were to be chosen for the Anna Barry School, the impact would be greater on the students, teachers and staff. Typically, during an addition or renovation, classrooms and admin areas are displaced throughout the construction process and moved to less desirable locations on the campus that may hinder learning, focus, and collaboration. Our main goal during construction is to reduce or eliminate any disruption to the learning environment while the construction is happening.
With the construction of a NEW elementary school building, the process is much smoother and an easier transition for the students, teachers, and staff. All the students will remain in the current building, without any disruption to any of their existing spaces while the new building is constructed to completion, along with the new furniture delivered and set-up and the building ready to be occupied. This will allow the students to move into the new building at the same time and ready to experience their new elementary school experience.
As an example, the design team will identify critical testing periods into the project specifications, and require that all ‘noisy/disruptive’ work be paused during these timeframes. Similarly, project requirements will prohibit construction traffic from entering or exiting the site during arrival and dismissal times
The City vote is anticipated to take place sometime between September and November of 2026
