Elsa of Arendelle. 

When Auradon was created, Arendelle was merged closer together so that the Enchanted Forest was right next to her sister rather than further away, but with the King's rulings on magic, she was forced to limit her interactions with the elements that she was part of. But she became the Queen of the West of Arendelle while her sister was the Queen of the East.

 Verses 

Isle of the Lost: Elsa was banished when Auradon was created, banished to the Isle for the powers that she was born with.

Auradon: Residing in the Enchanted forest surrounding Arendelle, Elsa still aids her sister when she needs to, but also maintains the balance of the elements within the country.
