Open Notepad, paste the code, save as "PSLaunch.bat" instead of a ".txt", and if you want to make life extra easy, redirect your photoshop shortcut to the file. Please note, that this assumes you used the default install directory, if you installed it elsewhere, you will need to change the directory.
I've run it on Windows 10 since Win10 was released, and for the first few years it gave me no issues. However, on more recent updates (19XX/20XX builds), even with a fresh install of windows, it will randomly either work or get hung during launch. The bat file just helps to garentee that PSE5 launches consistantly.

When I initially installed Photoshop Elements, it just sat there upon startup and nothing would show up. I could see Photoshop Elements and a licensing program run in the Task Manager, but no windows were showing up. Tried all the "standard" advice on other forum posts (compatibility mode / run as admin / etc etc etc), nothing.
Ok, I tried something slightly different. I first installed a newer version of Adobe elements photoshop (2021). Obviously couldn't activate it with my activation code, than installed 2019 just fine. I'm actually dissapointed that Adobe hasn't fixed this issue yet.
Now I was able to install Premier Elements 2019 by triggering the installation via command prompt. But when trying to access the software it requires me to log-in, which is giving the same error as before 'Update required'... Eventhough I am already logged in on Creative Cloud app and the adobe website (fwiw).
Hope you have been able to solve your problem. I just purchased new laptop with windows 10 and the display was in micetype for adobe products. I went to a local tech and they were able to change the display ratio for me and they now work on the laptop. Adobe was not helpful and it could not have hurt them to tell me what to do when it only took my tech a few seconds to fix it and make the display work. Adobe only wanted me to purchase subscription and or expensive 1 time install of products. I am retired and do volunteer work and will not pay for something I already own and works. Good luck.

-Start the plug-in software from the previous location.
-If you are installing only for Photoshop, once you download the software install the Plug-in in the ADOBE photoshop folder.
-Once the software is installed open the folder location where it was installed then scroll down to the file name PSETUP or PSETUP2
