Kovu was born in the Outlands, the youngest of the Lioness Zira’s brood during Simba’s ‘exile’. Unlike his elder brother Nuka, Kovu and his twin Vitani are not Scar’s children, but the children of a rogue lion who passed the pack. Zira has Scar’s approval to do this because the King of Pride Rock has been troubled by his natural born son Nuka’s madness. If he wanted an heir who wasn’t insane and with his mate Zira’s ruthlessness, he had to get Zira to do this.
Despite being marked as Scar’s heir, Kovu never wanted it. When Scar was resurrected and the family moved to the family to the Isle, Kovu and Vitani were still toddlers so didn’t question having a new twin brother Kopa with them. Raised in a eat or get eaten household, Kovu struggled to be the lion his parents wanted him to be often saving younger kids after or during them getting hurt and saving Harriet Hook when she was twelve. Zira had noted this though and when Harriet Hook finally made a power play and became Captain, she got Kovu to join her crew. Scar wanting each of his kids in a different gang to spread their influence on the Isle.
Named Scar's successor for his territory, Kovu feels more pressure on him from his father than his siblings do. Joining Harriet Hook' crew at the behest of his parents. He just hadn't expected to be more loyal to the young woman than his parents.

He was raised to take over from Scar, an infamous pirate, and to kill Scar's nephew to take over his ship. Kovu never wanted to be a Capatin though, and certainly never wanted to kill anyone to become one. His mother Zira even went as far to feed him Devil Fruit unknowingly to give him abilities to overpower Simba, which gave Kovu the ability to Shapeshift into a lion. He ran away the first chance he got joining Harriet Jones' crew to sail the oceans.
