Instructors and students are offered with adequate, appropriate, and functional equipment, supplies, furnishings, and learning resources to ensure the effectiveness of education.

V. B. 1. Attach a list (organized by program) that identifies: (a) the name and quantity of all training-related equipment; (b) primary consumable supplies; (c) furnishings; and (d) learning resources.
HCT uses some techniques to run equipment, supplies, and learning resources such as computers, white board, smart boards, data show, measuring devices, power devices, sending and receiving devices, electronic components, and testing panel simulators.
V. B. 2. Identify the maximum student-to-equipment ratio for different types of core, training-related equipment for each program and/or course. Explain how this is consistent with sound educational practice.
The most common ratio in different types of core is 1:1. However, in some cores there are possibilities which allow training more than one trainee simultaneously.
V. B. 3. Attach a copy of the written policy and procedures designed to ensure that adequate quantities of equipment/supplies are maintained and equipment is upgraded and/or replaced on a regular basis. How does the institution ensure the systematic and effective implementation of this policy to provide adequate equipment/supplies and equipment that is up to date and in working order? Identify the personnel responsible for the procurement and distribution of equipment and supplies.
HCT obtains various equipments from TVTC and employs them in accordance with TVTC policy. In addition, there is a mechanism for setting up the training units provided by the Director General of Procurement Supply and Provisioning.
Pre-setting up stage:
1. Reviewing the training plans approved by the Director General of Curriculum Design and Development.
2. Conducting a workshop for preparing the standard specifications Guidebooks of all cores at the technical colleges and girls higher technical institutes.
3. Specifying the estimated cost for setting up the cores at the technical colleges and girls higher technical institutes.
4. Preparing plans and designs of the labs and training workshops using (AutoCAD software).
Setting up stage:
1. E-mailing the setting up form to all related supervisors at the training units.
2. Studying the set-up plans of the training units based on the recommendations of the operation committee of the new training units.
3. Receiving the set-up requests from current and new training units.
4. Screening the requests.
5. Preparing the tenders standard specifications of the set-up process.
6. Announcing tenders through local news papers and the corporation's site
7. Studying and analyzing the tenders and winners.
8. Issuing authorizations for the suppliers.
9. Delivering set-up approval from the benefited training units.
10. Paying the suppliers dues.
The officials in charge of procuring and distributing equipment and pre-requisites for the Corporation is the Director General of Procurement Supply and Provisioning; and for the training units is the Director of Administrative and Financial affairs –Purchasing Officer.
The above mentioned procedures are governed by the following rules, regulations and bylaws:
- Annual payment loans according to the approved budget of the fiscal year allocated for the training units.
- Governmental tenders and Procurements Bylaws.
- Setting up and operating training units committee.
- Tenders reviewing committee at the corporation.
It is worth mentioning that The Director General of Procurement Supply and Provisioning will pursue the latest developments in the labor market and new training products by visiting the related exhibitions.
To ensure adequate quantities of equipment/supplies are maintained and equipment is upgraded and/or replaced on a regular basis a special procedure is to be followed. Furthermore, a technical committee is formed in the departments to ensure that equipment are up to date and in working condition.
There is a Central Maintenance Unit in HCT to carry out the required maintenance works related to the infrastructure (electrical, mechanical, carpentry, …). In addition, there is an IT Unit capable of dealing with all issues related to IT problems (Hardware/ Software/ Network). Moreover, to Upgrade/replace an existing asset, a form approved by Director General of Procurement Supply and Provisioning, is filled after being authorized by the appropriate Dept and College and forwarded to the Director General of Procurement Supply and Provisioning. This form identifies the existing assets and the reasons for refurbishment. As for procurement, a committee is formed in the college to take the necessary steps to acquire the consumable supply order.

V. B. 4. Describe the scope and availability of learning resources (e.g. library, computer laboratory, internet access). How are these resources utilized by students and/or faculty to enhance the institution's educational and training services?
HCT offers learning resources to enhance educational and training services such as a library which contains various articles and references which are updated regularly. Moreover, computer-based labs and e-training programs are available 24 hours 7 days a week for trainees. The computer labs are required by the curriculum and help in preparing assignments, researches, and other duties. In addition, classes are equipped with computers and interactive boards.
HCT is also equipped with a local area network incorporating all its departments. All class rooms and laboratories are connected to the internet through this network to enable trainers to enhance their learning.
