The PCG 2005 consists of four parts:
Part I: The conceptual framework, which defines the objectives, qualitative characteristics, elements, recognition criteria and measurement bases of financial statements.
Part II: The general accounting principles, which specify the accounting policies, methods and rules that apply to all entities.
Part III: The specific accounting principles, which provide guidance on the accounting treatment of certain transactions and events, such as inventories, fixed assets, leases, provisions, revenue recognition, etc.
Part IV: The chart of accounts, which presents the structure and classification of accounts used to record and report financial information.
The PCG 2005 introduces some innovations that contribute to the improvement of financial reporting in Madagascar, such as:
The enrichment of the conceptual framework by integrating the elements provided by the "Framework for the Preparation and Presentation of Financial Statements" proposed by the IASB.
The strengthening of the integration of the different IAS and IFRS standards.
The adoption of a single chart of accounts for all entities, regardless of their legal form or sector of activity.
The introduction of new accounts and sub-accounts to reflect the specificities of certain transactions and events.
The requirement to prepare consolidated financial statements for groups of entities under common control.
The PCG 2005 is applicable to all entities that are required to prepare financial statements in accordance with the Malagasy law, such as:
Public entities, such as state-owned enterprises, public institutions, local authorities, etc.
Private entities, such as companies, associations, cooperatives, etc.
Foreign entities, such as branches or subsidiaries of foreign companies operating in Madagascar.
