In Albania, the driving licence (Albanian: Leje Drejtimi) is the official document which authorizes an individual to drive a motor vehicle: motorbike, car, truck or bus. This driving permit can be obtained only after the successful passing of the theoretical exam on road code knowledge followed by the practical exam which tests an individual's on the road driving skills.The license is issued by the General Directorate of Road Transport Services (DPSHTRR).[9]
The validity of driving licences for categories A1, A2, A, B1, B and BE is limited to 15 years. The validity of driving licences for categories C1, C1E, C, CE, D1, D1E, D, DE is limited to 5 years. A medical test is required for renewal after the expiration of the validity term.
Applicants also have the option to request and complete in hard copy format a written knowledge test in these additional languages: Amharic Ethiopia, Armenian, Bosnian, Chinese Simplified, Croatian, Dari, German, Greek, Haitian Creole, Hindi, Japanese, Khmer, Korean, Nepali, Pashto, Persian Farsi, Portuguese Brizil, Punjabi, Romanian, Somali, Thai, Turkish, Ukrainian, and Urdu.
Testing is offered by appointment only at select DMV offices. The vision and knowledge tests are taken during the same appointment, and you will take the vision test first since you need to pass it before taking the knowledge test.
If you are under the age of 18, we allow our young drivers to schedule their skills test up to six months in advance. Young drivers are encouraged to plan ahead and schedule as soon as possible. We recommend that our young drivers take advantage of this opportunity.
Appointments must be made to take the Non-Commercial Road Test. You may schedule your road test online. If you do not have access to the internet, you can schedule your driver's test by calling 1-800-423-5542.
Additionally, PennDOT has certified third-party businesses to administer the skills test for a market-driven fee. All third-party examiners (PDF) are PennDOT-certified and the test is identical to the test that you would take at a PennDOT driver license center.
Before the test begins, a driver license examiner will check to see that your vehicle has a valid registration card, current insurance, valid state inspection sticker and, if required, a valid emissions sticker. The lights, horn, brakes, windshield wipers, turn signals, mirrors, doors, seats, and tires on your vehicle will also be checked to make certain they operate properly and meet safety standards. If it is determined any part of your vehicle is unsafe or does not meet state inspection requirements, you will not be allowed to take the road test. If your vehicle is equipped with seat belts, make sure they are clean and ready for use. You and the examiner will be required to wear them during the road test.
Note: Vehicles equipped with Advanced Parking Guidance Systems (self-parking vehicles) can be used for testing; however, the self parking feature must be turned off and is not permitted to be activated during the road test.
The examiner will be your only passenger during the road test. When the road test begins, you will be told where to drive and what maneuvers to make. Close attention will be paid to the way you approach and obey warning signs, stop signs, and traffic lights. The examiner will note how you control your vehicle, use turn signals to communicate with other drivers, or use any other vehicle controls that may become necessary during the test.
If you are under the age of 18 and fail the road test, Pennsylvania law requires you to wait seven days before you can retake the road test. This delay in retaking the test will give you time to practice and to improve your driving skills. You have three chances with each learner's permit to pass the road test before the expiration date of the learner's permit. After the third failure, you must reapply to extend your learner's permit.
The written tests are offered in the following languages: English, Arabic, Chinese (Mandarin), French, Spanish, Korean, Polish, Portuguese, Russian, Japanese, Hindi, Albanian, and Turkish. Oral tests are offered in English and Spanish.
If the knowledge test is not available in your native language you may use an interpreter obtained by the Motor Vehicle Commission (MVC) via state contract. You may request at time of your Permit appointment and MVC will arrange to secure an interpreter in your native language and pay the appropriate fees. Appointments with an interpreter are typically scheduled within four to six weeks.
In Kentucky, any non-US citizen with a valid out-of-state license transferring into the Commonwealth does not have to undergo any testing by Kentucky State Police. They will transfer their license like any other valid US license holder from another state.

The Albanian Road Trip (or 'Mafia Road Test') was a road trip conducted by Jeremy Clarkson, Richard Hammond, and James May and was televised on the 3rd episode of the 16th season of Top Gear. The trip was conducted for the purposes of finding the best car for a "leading light in the Albanian Mafia", James chose a new Rolls-Royce Ghost, Richard a new Mercedes-Benz S65 AMG and Jeremy a new Bentley Mulsanne - only Bentley backed out of the test at the last minute, leading Jeremy to choose a 1990 Zastava Yugo 101 Skala 55 as a replacement on the basis that it had the same drivetrain and a similar weight distribution (if not as much power or responsiveness.)
They kept driving, and once night fell, they came up with a challenge. They reasoned that a leading light in the Albanian Mafia would need a car that could properly conceal a dead body - which, for the test, was a plump passerby that they had "murdered" (Richard quipped that the man had taken a lot of murdering because of his size.) James went first, but was unable to lift the man, much less get him into the boot of the Rolls-Royce, as he was too overweight and heavy. Eventually the "dead" man climbed into the boot; however, the boot lid wouldn't shut. Richard was next, but the 'dead' man didn't fit again because the S65 has a fridge in its boot. Jeremy was last, and although the man did fit in the boot of the Yugo, there was still a problem - you could clearly see him through its large back window.
Jeremy and James felt they hadn't yet found the best car for a leading light in the Albanian Mafia, so they came up with one final test that astounded Richard: the three of them would rob a bank and use the Rolls-Royce, the Mercedes and the "Bentley" as the getaway cars. As Jeremy said, "The ones that get away from the police and onto the ferry and back to Corfu are good cars. If you're caught by the police and you spend the next 40 years in jail..." Richard understood and finished, "Then you brought the wrong car and you know what to blame."
The agreement also provides for the exchange of the Albanian national driving licenses into Croatian ones, in case the Albanian citizens has regulated the status of residence in Croatia, either temporary or permanent, without the need of testing the knowledge for the driving license.

Driving conditions in Albanian can differ significantly from those in the United States. Reckless driving is common. Many drivers do not pay attention to traffic regulations, signals, lane markings, pedestrians, or other drivers. The number of fatalities from traffic accidents is high compared to other European countries. Road conditions vary and are especially poor in rural areas in winter months and during inclement weather. Older sections of the roadway system are poorly lit. Minor traffic disputes can quickly escalate, especially as some motorists could be armed.
