Dunkirk

When Hitler ceased France, there were still approximately 350,000 English soldiers in the country facing imminent capture by the Nazis. They were mostly gathered on the coastal city of Dunkirk, France.

You do not have enough naval or air force transports to get all these men out of France before they are captured.
