I am not a security expert. I went in to the AWS console and created an RDS database. I got the URL to connect to it and put that into my application, and that's it. I did not create any certificates or import any special certificates into my application. I did not try to assign my own certificate to the RDS instance.
Where exactly are the certificates in question? Are they provided by Linux, by Java, by Tomcat, by the JDBC driver, or something else? If there is a certificate that I'm responsible for I certainly did not install it myself or even know it was there.

The purpose of the certificate is so that when your client makes a connection to the database, the database proves its identity by presenting this cert to the client. The client checks that the Certificate Authority (CA) which signed the cert is in its trusted CA bundle.
It's worth mentioning that if you are not using a secure connection (only you will know if this applies to your use case) then a certificate is never presented in the first place, so strictly-speaking you wouldn't need to do anything. Although the email from AWS does caution against this:

Initial certificates for classroom teachers, school building leaders, and school counselors are valid for five years. Beginning August 2, 2023, these educators who hold an expired or expiring Initial certificate, and have not met the requirements for the Professional certificate, may apply for up to two reissuances of their Initial certificate if they meet the following eligibility requirements. Each Initial Reissuance is valid for five years from the effective date of the reissuance.
Note: Applications will not be accepted more than six months before the expiration of the certificate.
For the second Initial Reissuance, educators must meet all requirements for the Professional certificate except the education OR experience requirements, as described below. Applicants must have met either the education or experience requirement and have not met both requirements.
Educators must submit the Attestation Form to tcert@nysed.gov where they will attest that they have not met the education OR experience requirement for the Professional certificate. Educators must also apply and pay for the Second Initial Reissuance application through their TEACH account in order to have their attestation reviewed.
Annually, on April 1, certificate holders who have not met deadlines for earning and/or reporting professional development hours (PDHs, formerly certification maintenance hours or CMHs) or paying annual dues/fees will have their certification status changed to "Not Current." This designation helps the public identify certificate holders who have not complied with certification maintenance requirements.
To avoid expiration of certification, Not Current certificate holders have until August 31 annually to meet certification maintenance requirements. Individuals who meet the certification maintenance requirements by August 31 will have no break in the certification history and all supervision/mentor hours will be accepted for purposes of ASHA certification. To verify a caregiver certificate that was issued prior to August 2, 2013 type the name of the program or the program number in the search bar below. When typing in the training program number omit the zeros found in front of the number on the certificate.
The NCIA Board can only verify that the training programs were approved during the dates that are listed. We cannot verify that a person took the training. Best practice would be to do a work, residence and fingerprint history on the person listed back to the time the certificate was issued to reconcile that the person took the training.
Amazon RDS Certificate Authority certificates rds-ca-2019 are set to expire in August, 2024. If you use or plan to use Secure Sockets Layer (SSL) or Transport Layer Security (TLS) with certificate verification to connect to your RDS DB instances or Multi-AZ DB clusters, consider using one of the new CA certificates rds-ca-rsa2048-g1, rds-ca-rsa4096-g1 or rds-ca-ecc384-g1. If you currently do not use SSL/TLS with certificate verification, you might still have an expired CA certificate and must update them to a new CA certificate if you plan to use SSL/TLS with certificate verification to connect to your RDS databases.
Follow these instructions to complete your updates. Before you update your DB instances or Multi-AZ DB clusters to use the new CA certificate, make sure that you update your clients or applications connecting to your RDS databases.
Amazon RDS provides new CA certificates as an AWS security best practice. For information about the new certificates and the supported AWS Regions, see Using SSL/TLS to encrypt a connection to a DB instance or cluster.
Amazon RDS Proxy uses certificates from the AWS Certificate Manager (ACM). If you're using RDS Proxy, when you rotate your SSL/TLS certificate, you don't need to update applications that use RDS Proxy connections. For more information, see Using TLS/SSL with RDS Proxy.
If you're using a Go version 1.15 application with a DB instance or Multi-AZ DB cluster that was created or updated to the rds-ca-2019 certificate prior to July 28, 2020, you must update the certificate again. Update the certificate to rds-ca-rsa2048-g1, rds-ca-rsa4096-g1, or rds-ca-ecc384-g1 depending on your engine. Run the modify-db-instance command for a DB instance, or the modify-db-cluster command for a Multi-AZ DB cluster, using the new CA certificate identifier. You can find the CAs that are available for a specific DB engine and DB engine version using the describe-db-engine-versions command.
The methods for updating applications for new SSL/TLS certificates depend on your specific applications. Work with your application developers to update the SSL/TLS certificates for your applications.
The certificate bundle contains certificates for both the old and new CA, so you can upgrade your application safely and maintain connectivity during the transition period. If you are using the AWS Database Migration Service to migrate a database to a DB instance or cluster, we recommend using the certificate bundle to ensure connectivity during the migration.
Modify the DB instance or Multi-AZ DB cluster to change the CA from rds-ca-2019 to rds-ca-rsa2048-g1. To check if your database requires a restart to update the CA certificates, use the describe-db-engine-versions command and check the SupportsCertificateRotationWithoutRestart flag.
If you are experiencing connectivity issues after certificate expiry, use the apply immediately option by specifying Apply immediately in the console or by specifying the --apply-immediately option using the AWS CLI.
