1. Is the Pre-Proposal Meeting mandatory or Optional to attend?

Attendance is optional for the Pre-Proposal Meeting, but is encouraged to provide potential applicants with valuable information on the application, grant goals, and expectations.

4. We are a small CSBG program. If we include our administrative costs in Category II, the Direct Administration section of the budget, do we still need to attach a document breaking out our indirect cost allocation?

Yes. Both Category I and Category II expenses on the budget count as indirect costs. By direct admin we mean indirect costs that are being charged directly such as in a cost allocation plan.

Just to give an example, maybe if you're a small organization, you have one person that would work as a program manager over CSBG and in a couple of different programs. If they charge their time directly in administering CSBG, then that would be a Category III, not a Category II. But if you have your HR or accounting or any other people like that, that are charging time to CSBG, that will be either Category I or II. We need your methodology submitted in a document outlining a cost allocation plan.

5. May we select from the identified activities in our application or are we supposed to include all listed activities.

This is a competitive grant and all parts of the questions listed require response. Provide a response that best fits and represents what your agency is able to provide.
