The submit button is kept disabled by default when you see a new coding question on a segment page. It might contain a stub code by default but it is not your written piece of code.
The "Submit" button gets enabled automatically when you start to type your code in the coding console.
Adding any text in the coding console and removing it again enables the submit button by changing the status of the coding console from "Unsolved" to "Attempted".
Once that is enabled, you should be able to submit your code.
