Applicants for original appointment, promotion, or transfer in the University of the Philippines are assessed using a points-based system that evaluates qualifications, competencies, and attributes. The criteria and point distribution vary slightly depending on the level of the position.
Based on the most recent performance evaluation (must be at least "Very Satisfactory").
If newly graduated: GWA is used instead.
Formula:
Points are assigned based on the level of formal education attained beyond the minimum qualification.
Higher points for post-graduate units, MA/MS, PhD, or CSC C-Pro certificate (for managerial roles).
Points awarded for training hours exceeding the minimum required.
Example: If the minimum is 16 hours and an applicant has 48 hours, only 32 hours are scored.
Formula:
Based on relevant work experience exceeding the minimum requirement.
Credit given for full-time, part-time, volunteer, or project-based work.

Points awarded based on impact and relevance of contributions.

Scored using structured interviews and supervisor evaluations.

Leadership (judgment, unity, foresight)
Resourcefulness
Creativity/Ingenuity
Conducted by the unit to assess technical and functional competency related to the job.
Up to 10 additional points may be granted to candidates with proven commitment to public service, as aligned with UP’s mission.
