Candidates is any person who files his or her certificate of candidacy within the prescribed period provided by COMELEC. Also includes any registered national, regional, or sectoral party, organization or coalition that has filed a manifestation to participate under the party-list system and has not withdrawn or has not been disqualified before the start of the campaign period.
