Bio: Tyler Boese's dissertation work focuses on the effects of Medicare Advantage insurance. He has also been involved in the evaluation of Medicare's Next Generation ACO model in collaboration with NORC as well as research involving the insurance designs of public employees.

Effects of Capitated Medicare Advantage on Health Care Utilization and Mortality: Evidence from the Minnesota Cost Plan Transition
What effect does Medicare Advantage have on health care utilization and mortality? I answer this causal question using quasi-experimental variation resulting from a federal policy that discontinued Medicare “Cost Plans” in select counties, resulting in a sharp increase in MA enrollment. Unlike capitated MA, Cost Plan insurers bear no financial risk because the government reimburses Cost Plan insurers for the cost of care they provide. Using difference-in-difference and instrumental variable analysis, I find switching from a Cost Plan to MA increased the use of outpatient primary care while reducing hospital and emergency department care but did not significantly impact postacute care use or mortality.
