Spring 2019:

Project Problem/Question/Issue:

The primary issue is a desire to have New Castle County consider the development of a comprehensive community renewable energy plan as part of their land use planning efforts and their operation of county facilities. This plan is an important part of a push toward sustainable NCC communities.

The purpose of this Community Energy Plan would be to define the renewable energy goals countywide, to describe the energy policies needed to keep NCC economically competitive, environmentally committed, and to help ensure secure, clean energy sources for the future.

To set the stage for this type of policy effort, this project would compile a review and comparative analysis of other local government energy plans that may provide insights for New Castle County. This project would focus on conducting this analysis and providing a set of recommended options and approaches that should be considered.

Requested Deliverable:

• A research report summarizing selected local government community renewable energy plans and their potential applicability to the context of New Castle County Delaware.
