Project Problem/Question/Issue:
• Every year it becomes increasingly complex for the State of Delaware to provide the goods and services to its citizens with the budgeted funds available. In addition, the expertise to advance some of the most important and strategic initiatives such as economic development, the entrepreneurial economy, healthcare innovation and education reform, does not all reside in the public sector. The State will benefit by carefully forming public private partnerships (P3) where they could leverage expertise, leadership support, ‘financial investment’, and significant other resources to accelerate initiatives that are critical to the health and financial well-being of Delaware’s citizens.
This issue can be approached with one of two options:
Option 1: Propose a P3. Identify a major State initiative that is resource (labor, skill, etc.) or funding constrained, and brainstorm to determine if a P3 approach would bring enough leverage to drive the requirements forward. Then research and propose a P3 charter and develop a 100-day action plan to build momentum.
Option 2: Research and analysis. Modernize the P3 lexicon. Study best practice models of P3s not currently being used in Delaware that are working in other states and countries. Identify target objectives and performance metrics. Define pros and cons, as well as common pitfalls.
Option 1: One detailed proposal of no more than twenty pages (excluding appendices). Proposal must include the following:
A description of the problem being addressed and why a P3 is the best solution instead of an alternative. Determine the gap between needs and available
resources. Detail of the three categories the P3 will fall into.
Establish a vision, goals, and specific objectives for the P3.
Economic analysis of the benefit being provided.
Financing/funding mechanisms.
Technical proposal (management plan, technical reports, project schedule, operating plan, etc.)
Any legislative changes that need to be made.
First 100 day action plan to get the P3 off the ground.
Option 2: Two documents: a Lexicon of P3’s and their common applications by field and design, and a white paper. The white paper must include the following:
Best practice (either by model or by field/industry) from researching other governments and scholarly articles.
Common pitfalls associated with P3 initiatives and how they can be addressed.
Targeted objectives associated with the specific model.
A performance scorecard for measuring the success of the model.
Anything additional deemed necessary by the research team.
