4. CABINET SITTING AS A DECISION MAKER IN RESPECT OF SCHOOL

ORGANISATION:

EXPANSION OF THE DEANS PRIMARY SCHOOL

The purpose of this report is to present to the City Mayor in consultation with Cabinet, as the decision maker for school organisation, the outcome of the statutory process and further factors for consideration as detailed in the report submitted, in order for a decision to be reached on this matter.

Cabinet considered this report introduced by Councillor Walsh, Executive Support Member for Education and Learning which updated Members on the implementation of the proposal to increase capacity at The Deans Community Primary School. This will be achieved by establishing a new 2 Form Entry building (420 place) on the former St Ambrose Barlow Roman Catholic High School Playing Field and Sports Hall site on Stanwell Road, Swinton as at 1 September 2017. This follows a period of four weeks of statutory consultation.

Cathy Starbuck informed Cabinet that the formal 4 weeks consultation period commenced following the publication of the Statutory Notice and letters outlining the proposal have been issued to parents/carers of pupils attending the school.

The Decision Maker must be satisfied that the published notice of the proposal complies with certain statutory requirements.

On 26 January 2016, the City Mayor, in consultation with Cabinet, authorised the commencement of the formal consultation stage of the statutory enlargement process.

On Thursday 16 March 2017, in accordance with the proposal, a statutory notice was published in the Manchester Weekly News, Salford Edition; details contained within appendix 1 of the report submitted.

In accordance with the statutory procedures the notice invited comments /objections to the proposal within four weeks from the date of publication of the notice to be submitted to the local authority.

The four week representation period expired on Thursday 13 April 2017. One comment was received and is included in appendix 2 of the report submitted.

The City Mayor and members of Cabinet were satisfied that the published notice of the proposal complies with statutory requirements as detailed in the report.

RESOLVED: THAT, the City Mayor in consultation and with full agreement of Cabinet as the decision maker for school organisation approved the proposal to increase capacity at The Deans Community Primary School (increase the capacity of the school by 210 pupils) by establishing a new 2 Form Entry building (420 place) on the former St Ambrose Barlow Roman Catholic High School Playing Field and Sports Hall site on Stanwell Road, Swinton. as from 1 September 2017.
