School Health Advisory Council (SHAC)
Texas Leadership Public Schools is committed to ensuring our health programs reflect the highest standards and community values across our campuses in Arlington, Abilene, Midland, San Angelo, and Cedar Hill.
Mandate and Purpose
Texas State Law, specifically Senate Bill 12 (SB 12) from the 89th Texas Legislature, requires that open-enrollment charter schools, like Texas Leadership Public Schools, establish a local School Health Advisory Council (SHAC) (Sec. 28.004). Our Texas Leadership School Board officially established our SHAC in August 2025.
The SHAC's primary purpose is to ensure that community values are reflected in our health education curriculum and other comprehensive school health issues. Its duties, expanded by subsequent legislation, include recommending strategies for integrating:
School health services
Counseling and guidance services
A safe school environment
School employee wellness
Why Serve on the SHAC?
The SHAC is instrumental in improving student health and helps the district meet important state community involvement mandates. Serving provides a critical opportunity to:

Provide a way for community members to work together with school personnel to accomplish school district goals.
Utilize and make the most of community resources and assets.
Provide a forum for sharing youth health information and resources.
