Governance

Refers to RSP policy to have the right person in the right job at the right time, which is essential to the Agency's performance.

It is linked to the HR systems, and sets the approach to the recruitment, selection, and placement of personnel, and the fulfillment of the Agency's commitment to equality, diversity, fairness, and transparency.

TESDA RSP policies involve:

  • Development and Implementation of Merit Selection Plan

  • Establishment of Human Resource Merit Promotion and Selection Board (HRMPSB)

  • Institutionalization of the Equal Employment Opportunity Principles (EEOP) Guidelines


Talent Planning

Involves planning and promoting workforce diversity and upholding equal opportunity principles. In TESDA, this includes the staffing plan which involves staffing complement and movement of officials and employees to maximize delivery of TESDA programs and services.

Talent Sourcing

The "getting talent" aspect of RSP refers to encouraging people to join TESDA through networking, social media, and through formal and other strategies to ensure a large talent pool for selection and placement purposes.

This includes:

  • Preparation and Implementation of Recruitment Plan

  • Publication of Vacancies through CSC & Official TESDA FB

  • Participation in Job Fairs

  • Pooling of applicants through referrals and recommendations

Talent Selection and Placement

Refers to hiring and onboarding procedures which involve competency-based recruitment and ensuring establishment and strengthening of interpersonal and organizational relationships to 110 facilitate adjustment and immersion into the new work environment and organization.

This aspect involves:

  • Use of CSC-approved Qualification Standards

  • Use of competency standards in selection through o Written Examination . Behavioral Event Interview

  • Background Investigation

  • Conduct of Orientation Program for New TESDA Employees on Organizational and Personnel Concerns (ONTOP)

  • Conduct of Onboarding for Regional/Provincial/District Directors
