PM EVIDENCE REQUIREMENTS

Governance

Refers to PM policies for ensuring that strategic objectives are cascaded down to employees. It is linked to the HR systems, and shows that there is a clear path that connects the individual targets to the Agency's plan.


TESDA PM policies involve:

  • Establishment of the Performance Management Team (PMT)

  • Institutionalization of Strategic Performance Management System (SPMS)

Performance Planning and Commitment

Involves determining the performance targets and measures for offices and officials and employees based on the Agency plan.


Planning and Commitment involves:

  • Use of TESDA Corporate Plan

  • Use of Agency, Office, and Individual Performance Commitments

  • Use of TESDA Performance Standards

Performance monitoring and Coaching

PERFORMANCE MONITORING AND COACHING Involves the use of monitoring and evaluation mechanisms to ensure that timely and appropriate steps can be taken to keep a program on track, and that its objectives or goals are met in the most effective manner.


This includes:

  • Use of Coaching / Mentoring Worksheet

  • Institutionalization of Reporting Guidelines

Performance Review and Evaluation

Refers to measuring and assessing the performance level of offices and individuals based on performance targets.


Review and Evaluation involves:

  • Use of monitoring reports or accomplishment reports

  • Use of Office and Individual Performance Commitment and Review Forms for evaluation against TESDA Performance Standards

Development Planning

Refers to identification and provision of developmental interventions, and conferment of rewards and incentives based on the performance of officials and employees.

This aspect involves:

  • Provision of Learning and Development interventions based on performance, including coaching

  • Giving of awards and rewards (e.g. TESDA Model Employee of the Year Award) to employees
