Approved Provider Executed Contract
Part A Awarding Milestone Date: May 16, 2025
Submit your Executed Contract with an Approved Provider of Choice: Please begin browsing the list, videos, and resources of Approved Providers that support Strong Foundations Planning.
You will upload your executed contract to your district’s individual Google Drive folder and complete the LEA & AP Executed Contract Submission Form. Your Google folder link was included in your LEA’s Supplemental Award Letter, emailed to your LEA Point of Contact. If you need your Google folder shared with you again, please reach out to strongfoundations@tea.texas.gov.

Plan for stakeholder engagement and communications.
Instructional Framework
Developing an Instructional Framework is an important step toward making a district's vision for teaching and learning a reality. An Instructional Framework grounded in RBIS provides a common language, establishes a set of shared expectations, and creates an environment where teachers can collaborate to share best practices. By utilizing the framework, districts can improve the overall quality of instruction and ensure that students have access to an equitable, on-grade-level education through the adoption of HQIM.
Strong Foundations Planning LEAs will develop either a Literacy or Math framework with the help of an Approved Provider/ESC. There is no required template for the Instructional Framework, so take a look at the resources below to help inform this work.

While the Instructional Framework is the major deliverable for Strong Foundations Planning, the Roadmap and Framework Rollout Plan are important bookends to the Strong Foundations Planning process.
Building a Roadmap supports a district team in mapping out a plan and timeline for developing and implementing an Instructional Framework, and the Framework Rollout Plan involves conducting a current state analysis and a gap analysis in preparation for developing an impactful rollout of the Instructional Framework. What good is a framework if it isn't rolled out and implemented by all LEA stakeholders?
