The Mid-State Collaborative (MSC) is a regional effort serving the counties of Inyo, Kings, Madera, Mariposa, Merced, Mono, San Benito, Monterey, Santa Cruz, Stanislaus, and Tulare. The Tulare County Office of Education serves as the Lead Agency for this effort.​ 

Established through Assembly Bill 1808, as one of nine Geographic Lead Agencies, the MSC works to build the capacity of county offices of education (COEs) so they can empower local educational agencies (LEAs) to improve student outcomes. Our work is rooted in the Statewide System of Support (SSOS) and carried out in partnership with the California Collaborative for Educational Excellence (CCEE). Our mission is defined by implementation and impact, ensuring that strategic goals translate into effective practices that improve the educational experience for every student.​​
