Oh my god, Meowrage was correct, he did receive a huge amount of grist.  It seems to be at some sort of limit.  

Based on what you can tell from building one staircase, you could build up to 50 floors of this edifice before you would truly need a refueling.  Excellent news for you.  You go back to build.
