You head south.  This should be the office of the PENAL INQUIRER.  His job is to make sure the Prospit Prison is running well.  You and he are slightly friends.  In that you two exchange muffin baskets with each other.  You two do this every 3rd of a month.  You don't remember why, but you find it a bit of fun.
