You approach the flask on the ground.  Upon further examination, it looks like it used to be a flask of Burbon, but in the time since it was left here, the mice and insects that infest the kingdom have cleaned it out of its contents.

Prospit is filthy.  Every day on your walk from your apartment to work, you come across at least two rat orgies and at least one, if not two stick ups being conducted on alleys you pass by.  You know exactly why.  Your predecessor in this job had a strict "not seen, not heard, not a problem" motto when he did his work.  This was implemented to appease the Prospitians who didn't like to think about crime as an idea.  The rural folk, if you will.  His plan sort of worked.  At the time, crime was so prevalent in the cities, that any solution that targeted all crime would've worked.  However, because the police force on Prospit was only targeting prevalent crimes, the police who were racist, had incentive to randomly charge people of crime purely based on looks and the "perceived threat".  A lot of Shale Prosptians and Dersite-Prospitians were accused of crimes, and unfortunately were shot.  This all cascaded until the point where you are today, where crime is being prosecuted by criminals, and actual crime is being ignored because it isn't "seen".

Crime rates in the very rural communities that wanted the "not seen" policy to be enforced have never been higher.  However, those crimes are more unique.  Identity theft, drug distribution, laundry, and other crimes that are designed to be not seen.  And the worst part, not that you have to solve this problem by yourself, but you also notice a resurgence of so-called "neo-not seen" ideology, where people are being reminiscent of the "good ol' days" when there weren't so many "immigrants", despite the fact that Prospit was built by immigrants moving to the moon of a giant planet.  

You have suspicions, but you think that the DICTATOR that you're working with might be a neo-not seen supporter.  But he could totally not be that.  Actually, now that you're thinking about it, his only ideology is "fuck you, fuck you, and fuck you especially".  So, maybe he shares some ideas with the neo-not seens, but that's just because he hates everything, not just one particular group of things deemed "alien" or whatever.
