LuxLogAI 2018 - First Artificial Intelligence Summit in Luxembourg (LuxLogAI 2018 - 盧森堡首屆人工智能峰會)

Hypertension is considered as the number one contributing risk factor for global deaths, causing strokes, heart attacks, and other cardiovascular complications. CONCLUSION
This report outlines the areas that AI experts in business and in research have identified as key to growing UK AI capability and realising its opportunities: managing access to data more efficiently, growing the talent pool, maximising the output of UK AI research, and supporting the uptake of AI through funded challenges and better coordination and understanding of AI among potential users.
There are great opportunities for AI to do much more for the citizens and the economy of the UK, the actions recommended in this report are just a first step towards realising that potential. Sustained collaboration between Government, academia and industry will be necessary to implement these recommendations now, and to continue delivering the amazing potential of AI in the future.

Recommendations to improve access to data
- To facilitate the sharing of data between organisations holding data and organisations looking to use data to develop AI, Government and industry should deliver a programme to develop Data Trusts – proven and trusted frameworks and agreements – to ensure exchanges are secure and mutually beneficial.
- To improve the availability of data for developing AI systems, Government should ensure that public funding for research explicitly ensures publication of underlying data in machine-readable formats with clear rights information, and open wherever possible.
- To support text and data mining as a standard and essential tool for research, the UK should move towards establishing by default that for published research the right to read is also the right to mine data, where that does not result in products that substitute for the original works. Government should include potential uses of data for AI when assessing how to support for text and data mining.
Recommendations to improve supply of skills
- Government, industry and academia must embrace the value and importance of a diverse workforce for AI, and should work together to develop public information aimed at breaking down stereotypes and broadening participation.
- Industry should sponsor a major programme of students to pursue Masters level courses in AI, with an initial cohort of 300 students.
- Universities should explore with employers and students the potential demand for one-year conversion Masters degrees in AI for graduates in subjects other than computing and data science.
- Government and universities should create, at a minimum, an additional 200 PhD places dedicated to AI at leading universities. As the UK trains and attracts additional academic talent, this number should grow continually year on year.
- Universities should encourage the development of advanced credit-bearing AI MOOCs and online Continuing Professional Development courses leading to MScs for people with STEM qualifications to gain more specialist knowledge.
- An International fellowship programme for AI in the UK should be created in partnership with the Alan Turing Institute: the Turing AI Fellowships. This should be supported by a targeted fund for identifying and recruiting the best talent, and by ensuring that the UK is open to any and all of the eligible experts from around the world.
Recommendations to maximise UK AI research
- The Alan Turing Institute should become the national institute for artificial intelligence and data science, becoming truly national and no longer limited to five universities, and including a key stated aim that centres its mission on artificial intelligence.
- Universities should use clear, accessible and where possible common policies and practices for licensing IP and forming spin-out companies.
- The Alan Turing Institute, Engineering and Physical Sciences Research Council (EPSRC), Science and Technology Facilities Council (STFC) and Joint Information Systems Committee (JISC) should work together to coordinate demand for computing capacity for AI research, and negotiate for the UK research community.
Recommendations to support uptake of AI
- Government should work with industry and experts to establish a UK AI Council to help coordinate and grow AI in the UK.
- The Information Commissioner’s Office and the Alan Turing Institute should develop a framework for explaining processes, services and decisions delivered by AI, to improve transparency and accountability.
- The Department for International Trade should expand its current support programme for AI businesses.
- TechUK should work with the Royal Academy of Engineering, the Digital Catapult, and key players in industry sectors, to develop practical guidance on the opportunities and challenges of successful adoption of AI across the UK economy.
- Government, drawing on the expertise of the Government Digital Service, the Data Science Partnership and experts working with data in other Departments, should develop a programme of actions to prepare the public sector and spread best practice for applying AI to improve operations and services for citizens.
- Government should ensure that challenges addressed by the Industrial Strategy Challenge Fund (ISCF) and Small Business Research Initiative (SBRI) are designed to attract and support applications of AI across the full range of challenge areas and set funded challenges which use public sector data for AI.

More and more Automatic External Defibrillators (AEDs) are being placed in public areas, to allow members of the public to administer an electric shock as quickly as possible. ABUJA (Health Ministry’ Report) – The Minister of Health, Prof. Isaac Adewole has decried the rate at which Nigerians are coming down with stroke describing it as all time high, saying it is as a result of rapid globalisation and urbanisation thus imposing new lifestyles and risky behaviours such as tobacco use, excessive alcohol consumption, drug abuse, increased patronage of fast food outlets and sedentary life styles leading to obesity.
The Minister who was represented by the Ministry’s Chief Epediomologist, Dr.Sani Gwarzo gave this warning in Abuja recently at the 5th Nigeria Stroke Assembly, as part of the activities to commemorate the 2016 World Stroke Day.
He noted that such unhealthy behaviours predispose one to Non-Communicable Diseases (NCDs) and stroke adding that the disease contributes significantly to adult morbidity and mortality as a result imposing a heavy socio-economic burden on individuals, societies and the entire health system.
He stressed that stroke affects the highly productive populations, aggravating poverty and amplifying social inequality, hinting that the estimated mortality from stroke in Nigeria is 40-50% within the first 3 months of diagnostics.
Prof. Adewole pointed out that a facility-based study showed that 39% of those who survived stroke after 3 months died within 12 months and 12% developed severe disability.

病理科、放射科
一名病理科醫生每天要看上千片的病理切片? 一名放射科醫生每天要看上千張的斷層掃描和X光片?在茫茫片海中尋找有沒有腫瘤、有沒有發言? 當眼睛疲憊時很可能一眨眼就錯過了；因此許多科技公司看見這個需求，研發出先進的影像AI，訓練AI去除正常、重複性的訊息，挑出可疑、需要醫師確認的訊息，並設很多檢查點，來確認AI沒有出錯，利用大量的陽性、陰性對照組圖檔來校正AI。
加護病房
在加護病房中，醫師最關心誰是今天最危急最需要照顧的病人? 這需要從暪個病人的病理、影像資料、驗血報告、血氧、呼吸、心跳等訊息中尋找蛛絲馬跡。然而，每個醫護人員掌握的都只是片段，很難預測。這時利用AI解讀過去幾天甚至一個月內所有病人資訊加以預測，便能及時給予個別病人最好的照顧。
加護病房裡還有一個困擾已久的問題，就是生理偵測器假陽性警示響不停，讓護理師疲於奔命，多次確認，也常讓家屬質疑為何不找醫師來處理。最糟糕的是，如果假訊號中出現一個真的，病人突然失去生命跡象，進入急救，產生醫療糾紛。這時利用AI判讀病人完整記錄，去除雜音、假訊號，快速呈現真實訊號，便能及時挽救垂危性命。
模仿人類思維助培養主治醫師
AI在醫師養成過程中扮演重要角色。過去培養一位主治醫師要花數年時間，目前少許經驗發現，藉助AI模仿人類思維的優勢，對沒有太多經驗的年輕醫師提供大量案例和情境，可縮短醫師的養成時間。此外，AI可以在腫瘤科困難案例討論上提供第二意見。
AI臨床實際應用仍面臨重大挑戰
法律面：若在AI輔助治療下病人過世，產生醫療訴訟時，歸罪醫生或AI呢?
實務面：AI是一種機器學習軟體，隨新數據輸入而改變判讀結果。品質差的數據將會產生錯誤百出的AI，醫療臨床AI攸關人命，訓練數據品質如何把關? 是重要課題之一。

醫師善用科技與AI合作，減少誤判的風險，為服務的病患爭取治療時效、提高手術成功率
利用AI技術，開發醫學影像上的腦轉移瘤自動定位系統分析醫學影像，可協助放射腫瘤醫師快速且準確的圈選腫瘤，大幅縮短腦瘤放射手術的前置作業時程。
AI結合放射手術跟傳統比一比，以往醫師定位圈選腫瘤位置最長要好幾個小時，但透過AI定位 (圖下方)卻只要30秒，且圈選準確，可降低腦部其他部位在治療過程接受多餘放射量。
面對較棘手的腦瘤，醫師通常會採取放射手術治療，但術前必須精準定位腫瘤位置，過去主要利用手動圈選。在放射手術治療前，醫師必須檢視電腦斷層、核磁造影影像，勾畫出每一個腦瘤輪廓，以確認放射線要集中的位置，為避免傷害到其他組織，整個過程往往得花費數十分鐘至數小時。
蕭輔仁 (台大醫院外科部主治醫師)表示，腦轉移瘤、腦膜瘤、聽神經瘤是常見腦瘤，若位置深、體積小、數量多，開腦切除風險太大，因此通常會以俗稱「電腦刀 (圖上方)」、非侵入式的放射手術治療，經由大劑量放射線殺死或控制腫瘤。
AI腦瘤自動偵測圈選系統可自動找出腫瘤位置，並快速地在影像上將腫瘤的邊界精準描繪出來，作業時間從原本最高數小時，可降至僅需三十秒，且準確率逾九成，有助於縮短病人等待手術的時間。
許峯銘 (台大醫院腫瘤醫學部主治醫師) 指出，鎖定腦轉移瘤、腦膜瘤、聽神經瘤，利用二○○八年以來累積收治一千兩百例、五百五十例、五百例的資料，作為AI訓練基礎，醫師再檢驗與修正AI模組結果，培訓出快速且準確率可達九成以上的醫師助手。
臺大醫院表示，本次發表的腦瘤自動偵測圈選系統，如同「醫師的第二雙眼及手」，幫助神經外科與放射腫瘤科醫師大幅縮短放射手術的前置設計時程，醫師只需檢驗及修正AI模型的結果，進而能夠投入更多時間與病患討論病情，爭取治療時效與提高手術成功率。
臺大醫院也指出，醫師與AI合作的優勢，在多顆腫瘤或是腫瘤情況較為複雜的情況尤為顯著。由於腦轉移瘤具有多發性的特徵，藉由AI輔助能夠協助醫師在放射手術時更準確地判斷病情，減少誤判的風險，有利於為病患研擬最適當的治療計畫。

Spain’s Prime Minister Pedro Sánchez closed the Spanish Strategy for R&D+i in Artificial Intelligence workshop, held in Granada. The RDI Strategy describes six priorities and seven recommendations to guide the further development of a national strategy.
The priorities include the following:
- To achieve an organizational structure that allows the development of an IA RDI system and to measure its impact.
- To establish strategic areas in which it is necessary to focus the efforts of RDI activities.
- To facilitate the transfer of knowledge and its return to society.
- To plan training and professionalization actions in the field of AI.

The recommendations include the following:

- To design and implement specific actions promoting the transfer of knowledge to the socioeconomic environment.
- To launch or adapt vocation promotion programs, not limited to R&D, as well as the attraction, retention and recovery of talent aimed at AI.
- To use AI to ensure an optimal use of open data. To create a National Data Institute to plan and define governance over data from different levels of government.
- To detect the needs of adjustment and improvement of competences in the different levels of our educational system.
- To ensure that all the activities and initiatives derived from the strategic frameworks focused on the development of AI, as well as their results, comply with the ethical, legal and social commitments of our country and our European environment.
