Total Revenue by Source

All revenue received by the City is categorized into one of 19 categories. The following chart shows the revenue category and the amount of revenue that is assigned to each category. the categories are as follows:

  1. Property Taxes
    • The Property Tax category records revenue derived from the payment of property taxes.
  2. TIF Revenues
    • The TIF Revenues category records revenues captured by one of the City's TIF Districts. Property owners located within a TIF District pay their normal property tax bill like any other property owner. However, the allocation of the revenue differs from non-TIF properties. Instead of being distributed amongst the City, School and County, the City retains all of the taxes from all three entities, except for those taxes specifically designated for Debt Service, or PPEL.
  3. Utility Tax Replacement
    • The Utility Tax Replacement category records revenue derived from the calculation of utility property value based on tax changes implemented by the State of Iowa.
  4. Hotel/Motel Taxes
    • The Hotel/Motel Tax category records revenue derived from the payment of hotel/motel taxes from visitors staying in local hotels/motels.
  5. Franchise Fees
    • The Franchise Fee category records revenue derived from the payment of cable tv franchise fees by the customers of cable tv.
  6. Other Local Taxes
    • The Other Local Taxes category records revenue derived from other local taxes. In the case of the City of Spencer, this equates to the receipts of Local Option Sales Tax.
  7. Licenses & Permits
    • The Licenses & Permits category records revenue from the payment of any city issued license or permit, such as building, electrical and plumbing permits.
  8. Use of Money & Property
    • The Use of Money & Property category records revenue from interest earned on the City's bank deposits as well as rental fee of city owned land.
  9. Federal Grants
    • The Federal Grants category records revenue from grants received from the Federal Government.
  10. Road Use Taxes
    • The Road Use Taxes category records revenue of the City's share of the state road use tax. Fuel taxes & vehicle fees are some of the major components of this revenue.
  11. Other State Grants
    • The Other State Grants category records revenue derived from the State of Iowa. Beginning in FY 15, the State will backfill some of the lost revenue from the commercial property tax reforms passed in 2013.
  12. Other Local Grants
    • The Other Local Grants category records revenue derived from payments by local government agencies. These include payments the City receives from Clay County, Spencer Municipal Utilities and the Spencer School District.
  13. Sewer Charges
    • The Sewer Charges category records revenue derived from the fees customers of the sanitary sewer system pay.
  14. Airport Charges
    • The Airport Charges category records revenue derived from the fees customers of the airport pay. These include hangar rentals and the FBO contract.
  15. Landfill/Garbage Charges
    • The Landfill/Garbage Charges category records revenue derived from the fees customers pay at the Landfill and for solid waste service.
  16. Golf Course Charges
    • The Golf Course Charges category records revenue derived from customers of the municipal golf course.
  17. Other Charges for Service
    • The Other Charges for Service category records revenue from fees paid by customers for services not applicable to the other categories. These include towing fees, parking fees, animal fees.
  18. Special Assessments
    • The Special Assessments category records revenue derived from the payment of special assessments placed on a property by the City for either services rendered or as part of a construction project.
  19. Miscellaneous
    • The Miscellaneous category records any other revenue that the City receives that cannot be categories into one of the previous categories.
