PROP 28

Beginning in 2023-24, California’s Proposition 28 provides additional funding for Arts and Music Education in California Public Schools.  The amount provided to each site is based on the total student enrollment. 80% is designated for staffing, 20% support or non instructional costs. 

Schools are required to use these funds for hiring additional new arts staff and to supplement and enhance their arts education programs.  This may include a variety of subjects, including dance, media arts, music, theater, and visual arts.

It is important to remember that Prop 28 is based on planned expenses. These are site adopted plans that can become a public document at any time. 

The SMUSD goal is to expand access to VAPA by adding new courses and providing more small group instruction through the use additional staff.  Are you meeting the needs of your campus? Does your plan expand access to the arts?

School sites are required to develop an annual school plan for spending their Prop 28 funds, approved by the site Principal, detailing how they will expand arts instruction on each school site.  Every school receives a new 3-year allocation annually.  At the end of every three period there is an extensive audit of expenses. 

Failure to comply with Prop 28 guidelines can result in the state withholding future allocations.

*PRINCIPALS ARE RESPONSIBLE FOR DEVELOPING EACH PLAN. EVEN IF THE PRINICIPAL LEAVES IT IN THE HANDS OF THE DEPARTMENT, THEY MUST SIGN THE DOCUMENT. IF IT IS NOT SIGNED, IT IS NOT COMPLETE.

ITEMS and PERSONNEL NOT LISTED IN THE PLAN OR PROP 28 CHANGE FORM WILL NOT BE APPROVED EXPENSES
