Digital Fluency is the way you understand the technology your using. It is important for you to know how to use the technology your using. Being fluent with technology can help you be safe and be able to complete any obstacle that comes your way. 

For example, If your teacher assigns you an assignment that you have to type on the computer. If your fluent with that technology you should have no issue completing it, you wont need any help.
