Congress has found it easier to make broad pronouncements and allow bureaucrats to figure out the actual rules

  1. In the USA congress writes laws. However, recently, the laws are not very specific. This places a burden on the judicial branch to try and figure out the meaning on the laws. It also places a burden on the bureaucrats, and gives them more and more power. We were supposed to have 3 branches of government, but everything is messed up. Judges have become super-legislatures, the congress does not legislate, they just try to do higher level strategic planning, never getting into the details, and the bureaucracy does all the actual legislating (defining the laws and regulations). This is partially to blame because the direct election of senators, ensures that the professional baby kissers never really know anything but how to get elected, and know nothing about writing well written law.
