Current Issues/Hot Topics 2016-2017

The Executive Board meets monthly and discusses issues related to the contract, working conditions, personnel and whatever else comes up!  We also try to anticipate subjects that are brewing into issues so we can gather information and lead the conversation.  Recently, we have discussed these issues:

New Contract Negotiations
We have a new contract! Thank You Negotiations Chair and Team!

New Committees
The new contract includes two new committees, one to review new curriculum initiatives and another to streamline the evaluation system. The Board will determine a fair way to select committee members. If you are interested, please contact your building representative.

Kori Rogers, a Happy Hollow fourth grade teacher, is the negotiations chair. The Negotiations Team met many times during the early months of 2017. There was a Special Meeting of the Union which resulted in contract ratification on Thursday, March 30 at 3:30 at the High School. Related emails and letters are attached at the bottom of the page. 

There is a stipend of $1,800 for members of the Negotiations Committee. Negotiations team includes the following members:
In the fall of 2017, Kori worked with the Negotiations Committee and Salary and Working Conditions committee to draft and negotiate a new contract.  Please email Ko i Rogers or any members of the committees or WTA board with ideas or questions that you have for the new contract.

New Superintendent

A screening committee made up of a total of 16 members including Wayland citizens without students in the schools, administrators, parents, and teachers reviewed 32 resumes and interviewed 8 candidates. Four candidates were forwarded to the school committee for a more public interview process which will take place during the week of March 20.

Finalists Visit the District

The next step in the process is for the candidates to visit Wayland for a day culminating in an interview with the School Committee.  The visits will take place on the following dates:

  • Monday, March 20th – Joyce Edwards
  • Tuesday, March 21st – Sara Ahern
  • Wednesday, March 22nd – Patricia Kinsella
  • Friday, March 24th – Arthur Unobskey

The visits will include a brief tour of each school and meetings with administrators, faculty, staff members, PTO representatives, and high school students.  At the end of each day, the School Committee will interview the candidates in a public open meeting scheduled from 7:00 p.m. to 8:30 p.m.  The School Committee encourages the community to attend.

Stipends
The administration desires more flexibility with stipend positions. They are analyzing the minutes and performance related to these positions. It is likely that this may be part of this year's negotiations. If you have ideas or questions related to this, send those to the salary and working conditions and/or negotiations teams. 

Health/Dental Care
Health Care benefits were negotiated during the summer of 2016 (See the Health Insurance and Benefits Page for more information). This will be negotiated again before the end of the next contract. Dental care costs are 100% paid for by employees. There's information about updates related to this on the Health Insurance page as well. 

SOS: Save Our Schools: Thanks to the advocacy of many Massachusetts educators and citizens, the cap for charter schools was not lifted during the November 2016 election. 

ESSA will bring some change to working conditions and evaluations at the K-12 level. This information is just beginning to be understood and distributed. It is in educators' best interests to understand this act and negotiate optimal related language and process. If you have information to share related to ESSA, please forward it to maureenprattdevlin@gmail.com. I will post related information on the ESSA page listed on the left. 

As of Spring 2017, this seems to be a non issue given recent correspondence by DESE which states that data expectations will be embedded into the evaluation system requirements for educators, not as a separate item. 

Teachers at the elementary school were asked to make DDMs a part of their spring evaluation information. They were asked to report their DDM information. That language had not been included in the contract. A letter was sent to the District Leadership by the Union President. The letter is included in the file below. A DDM page has been created to the left which includes more updated information. In the end teachers were only asked to report if they had collected 2, 1, or 0 years of DDM data. Past Issues (Are these issues still important active?)

1)  Administrators taking photographs during teacher evaluation:  At one of the elementary schools, the principal took two IPad photos during a classroom observation.  The questions that arise pertain to ownership and purpose of the photos as well as permission to take the photos.  Can a snapshot of the classroom accurately reflect the experience?  While photographic documentation of classroom practices may be part of our experience someday, there are still many questions to be answered.  Use of photographic documentation might be better explored within the structure of the Educator Evaluation Pilot program.

2)  Virtual Courses

3)  Preparation for Advisories:  For two years, the high school has had an advisory structure in which teachers meet weekly with groups of students.  The WTA has a Memorandum of Agreement (MOA) regarding advisories, and this MOA clarifies that teachers are not expected to prepare for advisories.  Many teachers, however, feel the need to prepare and find themselves spending time doing so.
