“We don’t have tanks, we don’t have armored vehicles, we don’t have a tactical team,” said 14-year Spearfish Police Chief Patrick Rotert. “We are not a military-based department. It’s as simple as that.”

 

With 20 sworn officers in his department, Rotert said Spearfish had not received any military surplus weapons in decades and that the only additions to his staff had been related to the 20 percent population growth Spearfish had experienced in each of the past two decades.

 

“I don’t draw a lot of parallels between Ferguson and Spearfish,” the chief said recently. As the result of school shootings across the U.S., Rotert said his department had equipped every patrol vehicle with semi-automatic AR-15 rifles.

 

“It wasn’t due to 9/11 or anything else,” he said. “If you’re establishing a perimeter, a handgun is not the right weapon with which to do that. Investigations of school shootings have shown that officers were putting themselves into situations very under-equipped. That’s why every one of our front-line vehicles is equipped with a patrol rifle. We very rarely ever use them, but we have them.”

 

In Deadwood, Police Chief Kelly Fuller manages 12 full-time officers, six reserves and six part-time patrolmen. Each is equipped or has access to .40-caliber semi-automatic handguns, 12-gauge shotguns and .223-caliber rifles.
