Club Rules

Rule 1   NAME OF THE CLUB

The Club shall be known as Williton Bowling Club, situated at Catwell, Williton, hereafter to be referred to as "the Club" and shall be affiliated to Bowls England & Somerset Bowls Association.

 

Rule 2   OBJECTS OF THE CLUB

To foster and promote the sport of flat green bowls at all levels providing opportunities for recreation, competition and social activities.

 

Rule 3   MEMBERSHIP

a. The Club shall be a MEMBERS CLUB. Membership of the Club shall be open to any person, regardless of race, age, gender, sexual orientation, religious belief, or ability, who completes a membership application form and pays the relevant subscription fee as determined by the club.

b. Applicants can join the Club as playing or social members at the discretion of the Management Committee. The name and address of an applicant with the names of the proposer and seconder, the latter two persons being adult playing members of the Club, must be displayed on the Club Notice Board and when four members of the Club Management Committee have approved the applicant, the application should be handed to the Secretary, who  will notify the applicant immediately where they have been successful.

c. All members must be handed a copy of the Club Rules when joining.

d. There will be six categories of members - Life, Full, Country, Youth (those under 21 on Opening Day), Junior (those under 16 on Opening Day), and Social.

e. Recommendation for Life Membership in recognition of exceptional service or generosity to the Club may be made to the Secretary. The recommendations must be submitted to the Management Committee and, if approved by them, will be considered at the next General Meeting.

f. Country Members must reside a minimum distance of 25 miles from the Club. Country Members shall not vote at any meeting of the Club.

g. Junior Members, appropriately dressed, may play on the green under supervision and represent the Club in matches. Junior Members may not purchase or consume intoxicating drinks.

h. Social Members may enjoy all the amenities of the Club (excepting the use of the green) but shall not vote at any meeting of the Club.

i. A list of Members shall be displayed on the Club Notice Board.

j. The normal mode of dress on the green shall be white above the waist and grey below. On weekend match days and on certain formal occasions full whites will be worn. The approved Club coloured shirt will be worn for all representative matches.

 

Rule 4   MANAGEMENT

a. The affairs of the Club, in all matters not in these rules shall be managed by the Management Committee of the Club.

b. The Management Committee shall consist of the President, Secretary, Treasurer, Assistant/Minute Secretary, Captains, Vice Captains, Match Secretary, County Delegate, three other members elected at the Annual General Meeting, and co-opted representatives from sub-committees. Five members shall constitute a quorum.

c. All members of the Management Committee shall retire annually but be eligible for re-election at the Annual General Meeting except that the President, Captain and Vice Captain shall not normally serve in these capacities for more than two years, but may do so if recommended by the Management Committee.

d. The Management Committee shall have the power to fill vacancies amongst its members or to co-opt and to elect sub-committees.

e. The Management Committee shall have the power to suspend or expel any member whose behaviour, in their view, may be prejudicial to the interest of the Club and such member shall be given 14 days notice in writing to attend a special meeting of the Management Committee to consider the facts, in accordance with the rules of BE. A member may appeal to a General Meeting against such Management Committee decision and, in such case, the meeting must be called within 14 days of the member's written request. The final decision to be made by a simple majority of the members present.

 

Rule 5   TRUSTEES

a. Trustees, who shall be four in number, shall be appointed from time to time as necessary by the Members of the Club in a General Meeting. A Trustee shall hold Office during his/her life, or until his/her resignation to the Secretary, giving three months notice in writing or until a resolution removing him/her from Office shall have been passed by a majority comprising two-thirds of those present and voting at a General Meeting. The Trustees shall in all matters act (subject to suitable indemnity) in accordance with the directions of the Management Committee.

b. The property of the Club shall be vested in the Trustees.

 

Rule 6  ANNUAL GENERAL MEETING

a. An Annual General Meeting of all members of the Club shall be held to receive the annual reports of Officers and audited accounts, appoint the Management Committee and Auditor and deal with Notices of Motion and other items listed in the Agenda given with the Notice of the Meeting; there shall be no other business than the aforementioned items dealt with at an Annual General Meeting.

b. Thirty percent of members shall constitute a quorum.

c. Decisions will be made by a simple majority.

d. The Annual General Meeting shall be held before the 30 November in each year.

e. The Secretary shall give to each member at least 14 days notice of the Annual General Meeting and such notice shall include a copy of the audited accounts. Notices of Motion and nominations for members of the Management Committee should be handed to the Secretary before the last Saturday in October.

Rule 7 EXTRAORDINARY GENERAL MEETING

An Extraordinary General Meeting may be called at any time by a request signed by seven members. The reason for the request must be stated and this subject only may be discussed at the meeting. The Secretary must call the Extraordinary General Meeting within 28 days of the request being made to him/her; but the Meeting may not be called 28 days before or after the date of the Annual General Meeting. The cost of calling an Extraordinary General Meeting must be prepaid by the requesting members but this sum may be refunded, if so decided, by the Extraordinary General Meeting.

 

Rule 8   SUBSCRIPTIONS

a. The Annual Subscriptions of the various categories of members and Green Fees shall be decided at the Annual General Meeting of the Club.

b. The Management Committee may, at its discretion, reduce the subscriptions for beginners, and for new members joining after the beginning of the season.

c. Subscriptions are payable to the Treasurer on or before Open Day in each year.

 

Rule 9   FIXTURES

Fixture lists shall be arranged by the Match Secretary, who will be responsible for coordination and printing of the Fixtures Lists.

 

Rule 10 COMPETITIONS

a. Except where varied by domestic club rules, all competitions shall be played in accordance with 'The Laws of the Sport of Bowls' and Bowls England.

b. A Competition Sub-committee shall arrange draws, allocate handicaps and act as the final arbiter in any disputes.

 

Rule 11 VISITORS

a. Visitors may be admitted to the Club for the purpose of playing bowls; they must sign the Visitors Book and pay the appropriate Green Fee.

b. All such visitors and members of visiting teams playing bowls, and their bona fide guests, shall be entitled to all amenities and intoxicating liquor may be sold to such persons by or on behalf of the Club for consumption on the premises.

Rule 12 FRIENDS

a. Members may introduce a friend or friends to the privileges of the Club, but each friend shall be restricted to five visits during any one season. The Visitors Book must be signed on each occasion.

b. No member introducing friends shall permit them to purchase intoxicating liquor.

 

Rule 13 INTOXICATING LIQUOR

a. The purchase for the Club and supply by the Club of intoxicating liquor shall be managed by, and be under the control of the Management Committee, who shall keep an account of all purchases and receipts and at every Annual General Meeting present a financial statement for the preceding year.

b. The bar may be open daily for the sale of intoxicating liquor at such hours (subject to the provisions of the Licensing Acts) as the Management Committee may from time to time approve.

c. No person can receive any commission, percentage or financial benefit at the Club's expense concerning the purchase of alcohol by the Club, or any financial benefit from the supply of alcohol by or on behalf of the Club to members or guests.

 

Rule 14 DISPLAY OF CLUB RULES

A copy of these rules shall be displayed in the Club Premises and no alterations or additions shall be made to them except at a General Meeting, the notice of which must include details of the proposed alterations or addition of any alternative or counter proposal.

 

Rule 15 LEGISLATION

The club shall comply with all legal obligations with regard to

· Anti doping

· Children and Vulnerable Adults

· Discrimination, Equal Opportunities and Human Rights

· Health and Safety

· Insurance and indemnification

 

as per BE regulations.
