Charge to the Group

Provide oversight on all aspects of K12 digital learning in Wisconsin.  Develop a comprehensive plan for K12 digital learning in Wisconsin.  Provide recommendations to the State Superintendent on initiatives that promote and advance K12 digital learning.

Outcomes - The resulting comprehensive plan will include priority areas for which specific actions can be assigned.  The advisory group will identify actions under each priority area, recommend responsible parties, provide a working timeline, and identify estimated investment costs for all actions.  The plan will a road map decision-makers to follow when implementing K12 digital learning in Wisconsin.  The plan will create a focus for our work at DPI and a focus for our many partners across Wisconsin.

Priority areas within charge

Professional Learning and Leadership
  • Examine and recommend alternative professional development options beyond face-to-face including professional learning communities (PLCs) in virtual collaboration spaces
  • Explore the most critical elements of professional development needed to address the varying needs of our educators and investigate approaches for delivering those services
Infrastructure and Hardware
  • Define hardware and infrastructure needs including wireless, broadband, computing devices of all types including mobile technology, other peripherals including display tools like data projectors, and explore how to ensure these are used in all schools
  • Investigate ways to provide access to broadband and technology in the community including at libraries and within households with students to support learning beyond school and facilitate learning opportunities within entire communities
  • Explore policies that promote responsible use of technology in learning environments and review and promote safe and ethical use of the Internet by all students and educators
Policies and Procedures
  • Promote technology tool use in schools to ensure learning is authentic, relevant, and meaningful to students
  • Examine and recommend digital curriculum including digital textbooks, project collaboration tools like wikis, learning management systems, and curriculum mapping systems
  • Facilitate articulation of courses across K-12 and higher education using technology
  • Evaluate opportunities for systems centralization that facilitates (and does not deter) digital learning across districts, schools, and programs and improves productivity
  • District strategic planning and its integration of technology in that planning
Curriculum and Assessment
  • Focus learning on the most relevant skills that create productive workers and engaged citizens
  • Examine and recommend digital tools for formative (e.g., blogs and e-portfolios), benchmark, and summative assessment
  • Provide focus for keeping technology related learning goals contemporary to the needs of the Wisconsin workplace
  • Promote practices that ensure all students in Wisconsin graduate being effective users of information and technology skills and the tools necessary to be successful in the 21st century
  • Facilitating the use of content
Pedagogy and Instruction
  • Create opportunities to personalize learning for each student using digital tools
  • Explore and recommend school to work relationships in the technology area
  • Explore and recommend service learning and project based learning through partnerships with businesses, public libraries, and community agencies
  • Review and promote the best models of offering online courses within a traditional school
  • Review and promote the best models for hybrid or “brick and click” schools and programs
  • Review and promote the best models for stand alone digital schools
Data and Information Systems
  • Leverage the volume of scale in developing a statewide student information system that facilitates the use of other statewide systems like a learning management system or a professional learning network
  • Promote a secure environment with timely student level data and analysis tools accessible to all teachers, schools, and districts
  • Explore ways of using unobtrusive performance measures in formative assessment including self-assessments
  • Explore how social media and other emerging systems can be leveraged to inform instructional decision making

Meeting frequency - Three to four times annually.  Work groups will be developed from the larger membership to address specific issues.  Digital meeting tools would be encouraged for the work groups to save costs.
