BY-LAWS OF THE

WEST PARK VIEW COMMUNITY LEAGUE

 

Article I - Purpose

The purposes of this league are:

a) To promote, encourage, improve and protect the common good and general welfare of the community of West Park View,

b) Foster an atmosphere of fellowship and togetherness throughout the community.

Article II - Membership

a) Any adult who resides in or owns real property in West Park View is eligible to become a member.

b) Membership dues shall be $10.00 per year per household.

c) Only paid-up members shall be eligible to vote on major issues and in the election of officers.

d) Dues heretofore determined may be changed by a majority of members present at any regular meeting.

Article III - Meetings

a) Regular meetings of the league shall be held on the second Monday of each month.

b) Special meetings may be called by the President as necessary for the good and welfare of the League.

c) Meetings will be held at 7:00 p.m. at a place designated at the previous regular meeting.

d) The annual meeting will be held in the month of November, and shall be for the purpose of electing the League's officers, and other such business as may properly come before the meeting as regular order of business.

e) The quorum shall consist of seven (7) members, two (2) of whom must be officers.

Article IV - Officers

a) The officers of this League shall be a President, Vice President, Recording Secretary, Corresponding Secretary and Treasurer.

b) The officers shall be elected at the annual meeting of November, and shall hold office for one year beginning the following January.

c) In the event of a vacancy in any office, the League shall fill the vacancy at the next meeting.

d) The immediate past president shall be a member of the executive board.

e) The executive board shall consist of the five officers and the immediate past president. meetings shall be held on the call of the President.

Article V - Duties of Officers

The President shall preside at all meetings of the executive board and all regular meetings of the League; shall have general supervision of the business and affairs of the League, shall sign and countersign all contracts and documents of the League that may require his or her signature; shall make reports to the executive board and perform such other duties as are incident to his office. The President is an ex-officio member of all committees.

b) The Vice President shall in the absence or disability of the President perform his or her duties.

c) The recording secretary shall issue notice for all meetings other than those issued by the President; shall keep the minutes; shall have charge of the League's records; shall sign with the President such documents as require his signature; shall make such reports and perform such duties as are incident to the office. He or she shall keep the roll of the membership and addresses of each member.

d) The corresponding Secretary shall conduct and read all correspondence of the League 

The Treasurer shall receive and disburse all funds of the League; shall pay by check all bills authorized by the League; shall make a monthly report of all receipts and disbursements at each monthly meeting. All checks shall be signed by the treasured and co-signed by the President or Vice President. Books and records shall be audited by a committee appointed by the President following the annual election of officers and before installation of new officers.

Article VI - Standing Committees

a) Standing committees shall be composed of three members.

b) The President shall appoint the chairman of each standing committee, the other two members shall be selected by the chairman.

c) Members of standing committees shall serve for one year.

d) All decisions of s standing committee shall be by majority vote. A vacancy on any standing committee shall be filled forthwith by the appointer.

e) Standing committees shall be:

1.     Membership

The membership committee shall be responsible for maintaining and tracking membership in the Community League. This will entail collection of membership dues and development of membership drives that promote the efforts of the League.

2.    Nominating

The nominating committee shall at the first meeting in September present the name of one candidate for each office which additional nominations may be made from the floor.

3.      Community Assistance/Benevolence

This committee shall through word of mouth and media, monitor the neighborhood for those in need of assistance and/or solace; and shall propose to the President any appropriate assistance that may be granted by the League. This committee shall also report at the following meeting any gifts or awards that have been presented in the previous month.

4.      Events

The events committee shall develop an event schedule and coordinate events’ chairpersons as set forth in Article I of these by-laws.

5.        Special Projects

The special projects committee shall develop and maintain all common projects within the borders of West Park View.

6.         Beautification

The beautification committee shall be responsible for maintaining all “adopt-a-spots” and entrance corridors. Maintenance includes, but is not limited to” coordinating “adopt-a-spot” monitors, organizing clean-up volunteers for the entrance corridor along Peninsula Avenue, scheduling and advertising bi-annual city dumpster locations, maintaining plantings and monitoring neighborhood signs at the Peninsula Avenue and Spratley Street entrances, and general beautification of the city owned sites throughout the neighborhood.

Article VII - Amendments to the By-Laws

These By-Laws may be amended at any regular or special meeting by a two-thirds (2/3) vote of the members present and voting, provided the proposed amendment has been read in the previous meeting.

Article VIII - Recognition, Honors and Awards

The West Park View Community League will honor outstanding citizenship and character by awarding two official honors, as needed. Both will honor extraordinary work, effort and spirit that is over and above the norm. Nominations can be made by any community league member, and the nominee must have the consensus of the elected officers to be a recipient (unanimous consent of all the board).

The Pillar of the Community Award

The Pillar of the Community Award will honor people who, while in deed and spirit maintain the standards depicted in the league's Statement of Purpose, perform long-standing, sustained and extraordinary work on behalf of and supporting the community.

The Channel Marker Award

The Channel Marker Award will honor people who, while in deed and spirit maintain the standards depicted in the league's Statement of purpose, initiate a positive change and provide direction to our community through leadership and hard work.
