 – this was taken at the end of the meeting after Mr A Lifely had withdrawn. See below.


Minutes: The Minutes of the Parish Council Meeting held on 13h January had been circulated and

15/09      displayed and were taken as read, approved and signed.


Matters arising:

15/10   a. Neighbour Plan. The Neighbourhood Plan Steering Group had met prior to the Parish Council meeting and the PC congratulated the Group on their progress. The Group had produced a leaflet advertising an ‘Open Afternoon at the Village Hall’ on 7th March from 2.30 to 5.00pm. This would be delivered throughout the Parish and attendance, and hopefully reaction generally, should give a good measure of local support for the plan.

               b. Littlemarsh Common. In the absence of Mrs Hanks, Mr Richards gave an update on the considerable efforts which the volunteer group gathered by Mrs Hanks had made on the vegetation at Littlemarsh – clearing undergrowth, trimming trees, making ecological shelters and making the footpath useable. The PC commended Mrs Hanks and the volunteers for giving their time and effort to achieve such good results.


Planning: Planning Application P142799 for The Great Barn at Lane Head Farm, requesting a variation on

15/11       P131802 and P121238 for the addition of a roof terrace, has been withdrawn.


Finance: a. The agreed Precept for 2015/16 for £7,000 had been submitted.

15/12      b. Cheques required for the following were signed:

    i. Cook’s Charity –Humfrys & Symonds - £560 – settlement for Title Deeds.

    ii. PCC Churchyard Fund - £300.00

   iii. Parish Hall Hire for year April ’14 to March’15 - £220.00

   iv..Kirkwells for Neighbourhood Plan Maps -£22.00

   v. Herefordshire Council – refund of incorrectly credited Lengthsman monies - £247.50

 c. Annual rental received for Cook’s Charity Field - £480.00


 Other Items. a. MadSat. had requested the use of the Lower Eaton common for their raft - this was agreed with 15/13              the normal caveats.

               b. The fence between the playing field and the adjoining properties on the northern boundary was in need of repair. Ownership needed to be established.


Additional Item: Planning application P150008/CU. the Proposed Prior Approval of Change of use of an

15/14    agricultural building to two dwelling houses had been classed as ‘valid’ by the planning authority. Following the withdrawal of Mr. A Lifely (owner) from the meeting this was discussed. Given the type of    Building it was proposed to convert and the development which had already taken place in the vicinity the PC decided it could not endorse the application for ‘Prior Approval’ of the change of use of the Dutch Barns to two dwelling houses.
