World Language Credit Testing

The Washington Association for Language Teaching (WAFLT) is pleased to continue the service started by WAFLT and the Office of Superintendent of Public Instruction (OSPI) in 2011 to support school districts that would like to offer World Language proficiency testing to their students. Through this language testing, students may earn from 1 to 4 Competency-Based Credits in a language they know, and possibly qualify for the State Seal of Biliteracy at high school graduation.

ANNOUNCEMENT May 2018: The WAFLT Board voted to send a letter to Supt. Reykdal urging OSPI to prioritize funding for World Languages Competency-Based Credit Testing in the next legislative budget. Please share the letter in your districts and write letters of support to OSPI. You can send them to our World Languages Program Supervisor

Districts with more than about 10-25 students who want to test are encouraged to use the resources outlined by OSPI to develop a sustainable testing program within their district, managed by a district assessment person. See:

Custom Language Testing Supported by WAFLT
The list of languages supported by the national testing companies expands each year, but, in the meantime, the Custom Testing supported by WAFLT provides an opportunity for districts to support testing for languages that are not currently available through these testing companies (Language Testing International, Avant Assessment, ALTA Language Testing). Example languages include Marshallese and Oromo, which are spoken by fairly significant numbers of students in Washington schools, as well as much rarer languages such as Chin, Karen, and Kirundi.

Small-Scale Testing Supported by WAFLT

WAFLT realizes that many smaller districts may need extra support to allow them to offer the testing opportunity to students in their district. For that reason, WAFLT will continue to offer Small Scale World Language Proficiency Testing. 

Testing Fees for 2018-2019 for WAFLT Supported Testing:

  • Avant STAMP and ACTFL AAPPL online tests: $40
  • Avant WorldSpeak online tests: $50 
  • ACTFL WPT and OPIc: $160 
  • ALTA Speaking and Writing tests: $160 
  • "Custom" Tests (Proctored Writing and Oral Language Tests) for less commonly taught/tested languages that do not have ACTFL or ALTA tests: $180 plus $5 fee for test account set-up. (The $180 evaluation fee is only billed after the tests have been completed and evaluated.)

Q: In the past OSPI and WAFLT provided an online registration form for students to use to register to take the language tests. Is that not happening any longer?
A: OSPI expects to provide technical support to districts to manage their own testing. See: WAFLT is no longer able to provide an online registration form for districts. However, we'd be happy to share the Google form that we have been using that you could adapt. See:

Q: Our district has not offered world language credit testing before. How can we get started?
A: Email WAFLT and we'll help you get started: We may also be able to provide some coaching on test administration and proctoring.

Q: How does our district set up our own testing accounts with the testing companies.
A: Contact each testing company based on which languages (and tests) you need to use. If you are only testing a few students with one of these tests, you may want to work with WAFLT for WAFLT Small-Scale World Language Testing (see above).
